OF TELEPHONE CONFERENCE CALL DAVIS-BESSE LICENSE RENEWAL APPLICATION NOVEMBER 14, 2011 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of FirstEnergy Nuclear Operating Company (FENOC or the applicant) held a telephone conference call on November 14, 2011, to discuss and clarify the following response to requests for additional information (RAls) B.2.22-5 concerning the Davis-Besse Nuclear Power Station, license renewal application (LRA).

Discussion:

By letter dated September 16, 2011, the applicant provided a response to RAI B.2.22-5 regarding management of the containment vessel exterior surface in the annulus area (sand pocket region). The staff discussed the response with the applicant in a telephone conference call held on October 5, 2011, and agreed to have a future followup conference call to further discuss the staff concerns. The purpose of this conference call was to continue the discussion related to the applicant's response to RAI B.2.22-5 as agreed in the October 5, 2011, conference call.

The staff stated that, based on NRC observation of the annulus moisture barrier during the Cycle 17 Mid-cycle Outage in October 2011, the third bulleted item in license renewal future Commitment 36 needed to be revised to address periodic inspection of the moisture barrier.

The applicant agreed that, while the moisture barrier is periodically inspected, the moisture barrier was not currently identified for inspection in license renewal documents. The applicant agreed to add the moisture barrier inspection to license renewal future Commitment 36.

There was no further discussion, and the call was concluded.

ACTION:

FENOC to provide a supplemental response to RAI B.2.22-5 to revise the third bulleted item in license renewal future Commitment 36 to include periodic inspections of the annulus moisture barrier.
