Dear Mr. Felgenbaum:

On August 15,1997, the NRC completed an inspection at Seabrook Station. The enclosed report presents the results of that inspection.

During the eight week inspection period covered by this report (6/16/97 - 8/15/97), the conduct of activities at Seabrook Station was generally characterized by safe and conservative operations and decision making. Your staff conducted a well coordinated effort during the reactor coolant system evacuation and fill evo?ution. Contro! room operators demonstrated a good questioning attitude and response to minor changes in T-average that identified a problem with blended makeup operations. Good troubleshooting practices were demonstrated by your maintenance and engineering staffs during the diesel generator post-maintenance test. However, three inadvertent feedwater isolation events occurred in a three week period during surveillance testing that indicates a station deficiency in properly coordinating complex surveillance activities. Further, your staff demonstrated a willingness to accept repeated marginal results when several chemistry samples near indicated the technical that specification the boron minimum limit. concentration in the refueling water storag A region-based review of your emergency preparedness program occurred during the /

period. The inspection consisted of selective reviews of procedures and records and interviews with licensee personnel. The inspector determined the program was directed /

toward public health and safety.

I During the inspection, two violations in your procedure control process were identified.

The first violation involved not revising an emergency procedure and an off normal procedure with the new cycle 6 target boron concentrations for rapid boration operations.

This resulted in the plant operating for 11 days after startup from the refueling outage with emergency,boretion proceduros with boron values that needed to be updated. The second violation involved an inappropriate procedure change which pre-empted your organization's action to consider the impact of the procedure change on several areas prior to implementation, such as containment integrity, two valve reactor coolant system boundary G

After reviewing your response to the Notice, including your proposed corrective actions and the results of future inspections, the NRC will determine whether further NRC enforcement action is necessary to ensure compliance with NRC regulatory requirements.

In accordance with 10 CFR 2.790 of the NRC's * Rules of Practice," a copy of this latter, its enclosure, and your response will be placed in the NRC Public Document Room (PDR).

To the extent possible, your response should not include any personal privacy, proprietary, or safeguards information so that it can be placed in the PDR without redaction.
