September 11,1992 l We received your 10 CFR 50.54(a) submittal, Reference (1) above, transmitting your annual i

report of changes to the Quality Assurance Program Description as identified in the Boston Edison Quality Assurance Manual (BEQAM). Region I began an initial review of the BEQAM; however, based on our review schedule, we found that it would require more than 60 days to complete our review. You were notified of our schedule delay for completing our review of the BEQAM for Pilgrim by Reference (2).

During the time period that the BEQAM was under review, an inspection, Reference (3),

was conducted to review procurement activities at Pilgrim. It is noted that although this ,

inspection was not conducted as a direct result of the BEQAM change review, the inspection reviewed an area, procurement activities, which was a major portion of the submitted '

changes to the BEQAM. Reference (3) concluded that the procurement program was meeting the requirements of 10 CFR 50, Appendix B, " Quality Assurance Criteria for ,

'

did not appear to have compromised the independent evaluation of the purchasing ,

documentation. Further, the inspection found that regulatory requirements were being met j and no safety issues were identified.

I Subsequent to the completion of Reference (3), the Region I staff completed a reviewed of the BEQAM submittal in accordance with 10 CFR 50.54(a) and determined that the changes l

'

to the BEQAM are acceptable in that the quality assurance program description continues to satisfy the criteria of Appendix B of 10 CFR Part 50. If there are changes to other operative :

'

quality assurance commitments existing in docketed correspondence outside of the quality assurance program description, you are obligated to notify this office. Implementing such changes should be based on 10 CFR 50.54(a)(3). The effectiveness of your Quality Assurance Program and procedure implementation will continue to be the subject of routine regional inspections.
