Dubiel, Acting HP and Chemistry Supervisor Items Discussed Purpose of the Inspection The purpose of the inspection was to determine if the applicant has com-pleted all the commitments and to resolve all outstanding items related to the health physics organization, facilities, instruments, and pro-cedures in order to make a recommendation regarding issuance of the operating license.

Scope of the Inspection The scope of this inspection consisted of a review of the Radiation Protection Manual and Health Physics Procedures for Unit 1 and plans being formulated to modify then for Unit 2.

A review of the facility and proposed equipment and HP staffing of Unit 2 was also discussed.

The inspector and licensee representatives reviewed procedural and policy weaknesses observed in Unit 1 procedures and discussed how these areas have been handled elsewhere at other facilities.

Health Physics and Chemistry Staffing for Unit 2 Staffing for the Health Physics and Chemistry requirements for Unit 2 remains incomplete.

The current staffing level for both units con-

sists of 25 technicians and supervisors.

Section 9 of the Unit 2 FSAR states that 38 technicians and supervisors will be available for the combined operations of Units 1 and 2.

The licensee is currently evaluating the additional manpower that will be required for Unit 2 and a licensee representative stated that a staff of 38 appears to be an overestimate and that the FSAR will be corrected to ceflect the current evaluation. The licensee representative stated that additional personnel will be required and will be onsite and trained prior to receipt of an operating license for Unit 2.

Staff positions of Supervisor of Health Physics and Chemistry and Radiation Protection Supervisor (Unit 2) have not been filled by permanent personnel.

The inspector stated that these positions must be filled prior to receipt of a Unit 2 operating license.

Some staff member resumes set forth in the FSAR are incorrect because two staff menbers have terminated.

Resume's of replacement personnel must be added to the FSAR.

The inspector stated that the above items must be resolved prior to operating license receipt (76-13-2).

Completion of Operating Procedures for Health Physics and Rad Waste Work is continuing on development 3f operating procedures for Health Physics and Rad Waste.

The licents.' stated that 65% of the work has been completed and all procedur i will be completed prior to licensing (76-13-01).

Installation and Calibration of Rad k ;te and HP Instrumentation According to a licensee representan5.. Installation and calibra-tion of Rad Waste and HP Instrumentacion will be accomplished after all major plant construction is completed, and prior to receipt of the operating license for Unit 2.

The inspector stated that this item is unresolved and must be completed prior to 'Jnit 2 operating license receipt (76-13-02).

Rad Waste Systems preooerational Testing Preoperational test procedures have been written for all Rad Waste systems. All systems still require major work and have not been transferred to Unit 2 personnel for testing.

The inspector stated that this item will remain incomplete until preoperational testing is completed (77-07-01).
