Routine, announced inspection of relay coordination study at A/E design office.

Review and examination of current trip set points, power ana voltage analysis of safety-related buses.

The inspection involved seven inspector hours at Burns and Roe office by one NRC inspector.

Resul ts : Of the one area inspected, no items of noncompliance were found.

Lisensee Action on Previous Inspected Findinos (Closed) Unresolved Item (320/77-13):

Feeder breakers to the 2-lE and 2-2E buses loaded 125% of manufacturer's rating.

The licensee was using the " connected load" when performing his analysis.

The

'

normal load which Burns and Roe uses to calibrate a LOCA condition was well below the manufacture's rating.

Relay Coordination Study The inspector reviewed the Burns and Roe criteria used in performing their study on the 480 volt and lower safety-related protective system relay settings.

The inspector observed that the data sheets contained the bus identification number, connected and normal operating load, K factor for safety margin and time current character-istic curves for each safety-related bus circuits. The inspector audited the 2-21A bus analysis which consisted of drawing 3084 sheets 3,4 and 5, titled " Breaker and Overload Setting Series."

This analysis was performed on February 13, 1975 and addressed ITE 480 volt Motor Control Centers.

The analysis data did not exceed the criteria that Burns and Roe established for this system.

No items of noncompliance were identified.

Coordination Study Results The inspector reviewed the results of the relay coordination study which has been documented by Burns and Roe in Conference Notes.

Conference Notes No.1170 dated February 23, 1976 indicated that the following items are to be replaced by the licensee.

18 Type EC-1 series trip units for the d.c. switchgear;

-

22 type MVER zero sequence current transformers;

-

1 type 121AC55F4A overcurrent relay;

-

17 type ec-1 series trip units for the AC unit substations.

In addition to the above items, the coordination study results indicated that various series trip units in the D.C. feeder breakers did not coordinate selectively with the downstream fuses to correct this, a list of replacement type trip units with time and pick-up a

settings were sent to the licensee as well as ground fault settings for the Feeder, Tie and Main Breakers.

No items of noncompliance were identified.

5.

Exit Interview The inspector met with the licensee representative (denoted in Paragraph 1) at the conclusion of the inspection on June 2,1977.

The inspector summarized the scope and findings of the inspection.
