Routine, unannounced pre-operational inspection of emergency i
planning including:
licensee coordination with offsite support agencies; emergency facilities, equipment, instrumentation and supplies; training of emergency personnel; Emergency Plan Implementing Procedures:
the licensee's provisions for drills; the licensee's managment controls in the area of emergency planning; and licensee action on unresolved items noted in a previous inspection.
The inspection involved 28 direct-inspection hours by one NRC inspector.
Results:
Of the six areas inspected, no items of noncompliance or deviations were identified.

Licensee Action on Previous Inspection Findings (0 pen) Unresolved item (76-18-01):
Training program for a.
offsite agencies.
During the current inspection, discussion with licensee personnel indicated that the licensee had reviewed the emergency plan training program for the various offsite agencies.
Upgrading of the program, in the form of schedules and lesson plans, is being accomplished concurrent with finalization of the Station Emergency Plan and Implementing Procedures as a precondition to the licensing of Unit 2.
The inspector stated that this item would remain unresolved pending a subsequent review of the completed program prior to the issurance of an operating license for Unit 2.

(Closed) Unresolved item (76-18-02):
Retraining of local fire departments. The inspector reviewed records of training and held discussions with the Chief, Londonderry Township Fire Company and licensee representatives relative to emergency plan training. This review indicated that the licensee had made a refresher training session available to members of four local fire companies on December 15,1976 (Rescue Hose 173, Liberty, Londonderry and Bainbridge Companies).
Based upon the licensee's conduct of the aforementioned training and the determination by the Londonderry Fire Company Chief that this training was (
conducted and adequate to insure a continuing effective response capability, this item is considered resolved.

Retraining of construction c.
personnel. The inspector held discussions with licensee personnel and reviewed available records and noted that the licensee had conducted training sessions for personnel on the Unit 2 construction site relative to the proper procedures to be followed in the event of fire at the construction site. Based upon the licensee's meeting the previously stated comitment, this item is considered resolved.

Hydrant operability. The inspector held discussions with licensee representatives and detennined that the operability of station fire. hydrants had received an extensive engineering evaluation to verify that the hydrants were in proper operating condition and that the maintenance program for these hydrants was adequate.

The inspector noted that the results of this evaluation indicated

that all hydrants were in proper operating condition and that the established routine hydrant maintenance program met established NFPA standards. The licensee further stated that a firm

comndtment to continue this maintenance program has been made through the Three Mile Island Technical Specfications.
This item is therefore resolved.
3.
Coordination with Offsite Acencies The inspector, licensee representatives and persons of four offsite agencies discussed the topic of offsite agency support to the two unit Three Mile Island Station.
Discussions with representativ2s of the Dauphin County Office of Civil Defense, Pennsylvania Burecu of Radiclogical Health, Milton S. Hershey Medical Center, and Londonderry Township Fire Company verified that the licensee has coordinated pertinent aspects of Station Energency Plan development with these agencies and has discussed the anticipated nature and scope of the support planned at the two unit site.
The inspector informed the licensee that this area would be reviewed additionally when the specific response procedures and the various programs involving coordination with offsite agencies are finalized in the content of the Station Emergency Plan and Implementing

4.
Facilities and Equipment The inspector held discussions with licensee personnel and determined that emergency facilities and equipment were not yet in place or operational. The licensee stated that equipment and facilities are planned to be stocked, located and operable once construction activities have been completed at the licensee accepts control over the various areas of the Unit 2 facility.
The inspector informed the licensee that the actual facilities and equipment would be inspected prior to the issuance of an operating license to verify the adequacy, correctness of inventories and operability of the various emergency plan related equipment and facilities.

5.
Calibration. Insoection and Checks of Emeroency Ecuipment The inspector held discussions with licensee personnel and determined that emergency equipment and facilities for Unit 2 will be maintained in a state of readiness under provis' >ns similar to those currently in effect for Unit 1.
The current procedures will be reviewed and revised to accurately reflect the scope and range of equipment to be maintained under the Station Emergency Plan.
The inspector stated that the completed program for maintaining the emergency facilities and equipmert would be reviewed during a subsequent pre-operational inspection to verify the adequacy of the scope and nature of the program to be implemented.

6.
Training, The inspector discussed the licensee's planned training program to be implemented under the Station Emergency Plan.
The licensee stated that this area was in the process of being upgraded and finalized. The upgraded training program is to be documented in the form of schedules and lesson plans and will define the scope and nature of the training to be provided to all classes of emergency personnel (licensee and offsite agencies).
The inspector stated that this area would be reviewed during a subsequent pre-operational inspection to verify that the documented program adequately addresses all categories of training and that training of station personnel and appropriate offsite agencies is complete prior to implementation of the Station Emergency Plan and issuance of the Unit 2 operating license.

7.
Emergency Drills The inspector and licensee discussed the scope and nature of the program being developed to govern the conduct of drills under the Station Emergency Plan. The inspector stated that, prior to the issuance of an operating license for Unit 2, the licensee should plan to conduct a large scale drill of the Station Emergency Plan for the purpose of demonstrating the adequacy of the procedures, facilities and equipment and to reveal any planning areas which may need improvement. The inspector further stated that this drill should include provisions for the participation of key offsite agencies and for implementing any needed corrective actions in a timely fashion for any drill identified problem areas.

The inspector concluded by stating that the conduct of the drill and subsequent implementation nf any significant corrective actions deemed necessary as a result of the drill.would have to be completed prior to the issuance of an operating license for Unit ?..

8.
Emeraency Plan Implementing Procedures The inspector discussed the status of the Station Emergency Plan Implementing Procedure 5 and noted that they were not, as yet, completed and not available for review. The inspector and licensee representatives discussed the general concepts to be considered in the various procedures.
The inspector informed the licensee that, until the Implementing Procedures were finalized and subsequently reviewed by the NRC, the licensee's full implementation of an Emergency Plan for Unit 2 would be unresolved, (77-24-01). The inspector explained that this Unresolved Item covers all Unit 2 Emergency planning aspects i.e.,
coordination with offsite agencies, emergency facilities and equipment, training, drills and emergency planning management controls.
The inspector further stated that subsequent inspection (s) would re-address all Emergency planning areas in order te verify full implementation of the Station Emergency Plan prior to issuance of an operating

license for Unit 2.
9.
Management Control - Emergency Planning The inspector and licensee representatives discussed the planned management controls to be instituted over the area cf energency planning to insure tint a state of maximum preparedness is maintained subsequent to issuance of the operating license. The inspector stated that the finalized program (including the assignment of appropriate responsibility, authority and resources; and the program for review, updating and distribution of plans and procedures)
would be reyhwed in detail prior to the issuance of an operating license for eit 2.
This review will be conducted to verify that an appropriate, effective manage.cnt control system has been clearly defined and implemented.

T ne inspector summarized the purpose and the scope of the inspection arnd the findings. With regard to the unresolved item, Mr. G. Miller r ated that they were aware of the scope of the item and that is was arnticipated that the Implementing Procedures would be completed by C.une 24, 1977.
