Licensee Action on Previous Inspection Findings

(0 pen) Unresolved item (76-27-01 and 76-18-01):

Training program for offsite agencies. The inspector discussed this item with licensee personnel and noted that the status of the licensee's

i action toward resolution was similar to that detailed in Office of l

Inspection and Enforcement Inspection Report Number 50-289/77-19 and 50-320/77-24, i.e., program not yet finalized.

The inspector reiterated that this item would remain unresolved pending subsequent review of the completed program by the NRC and that resolution was i

expected prior to the issuance of an operating license for Unit 2.

Implementation of an Emergency

This item was reviewed in detail by the inspector l

with responsible licensee individuals. The inspector noted that, I

while actions were under way to implement a revised Emergency Plan i

covering Unit 2, these actions were incomplete.

(0 pen) Infraction (77-18-01):

Inadequate maintenance of emer5ency equipment. The inspector held discussions with licensee personnel and reviewed inventory r1 cords to verify that the licensee had implemented corrective actions as outlined in a letter to the NRC dated August 14, 1977. The inspector noted that re-inventory of all emergency equipment had been perfomed and that efforts to revise the task assignment program, to include manual removal of completed tasks, were near completion.

stated that full implementation of the revised task assignment program was expected by the September 1, 1977 commitment date.

The inspector stated that adequacy of the licensee's actions to prevent similar items of noncompliance in the future would remain open pending NRC review of the revised task assignment system upon full implementation.

(v (0 pen) Infraction (77-18-02):

Failure to perfom dosimeter cal-ibrations.

Tie inspector noted that properly calibrated and leak tested dosimac.:rs were placed in emergency equipment kits.

In addition, the inspector verified that the licensee had initiated a change to inventory sheets which requires the individual conducting the inventory of emergency equipment to record dosimeter calibration dates. The inspector noted, however, that a revised procedure had not yet been implemented.

Licensee representatives infomed the inspector that the procedural revision was in final typing and that implementation was expected by the September 1,1977 commitment date.

The inspector stated that the adequacy of the licensee's actions to prevent similar items of noncompliance in the future would remain open pending subsequent NRC review of the revised procedure implementation.

Unit 2 Emergency Plan Implementation

The inspector held discussions with responsible licensee individuals

and performed a detailed review of the licensee's Emergency Pldn Implementing Procedures formulated for the two unit Three Mile

Island Site.

With regard to the licensee's emergency facilities and equipment

unique to Unit 2, the inspector noted that virtually all items were

,

,

'

either not yet in place or fully operational. With regard to the

,

i licensee's Implementing Procedures, the inspector noted various omissions and shortcomings.

Licensee representatives stated that they were aware of certain of the noted shortcomings and that non-availability of certain equipment had precluded the formulation of

'

complete procedures. The licensee further stated that certain of

,

the other procedures, i.e., training, review and revision, drills, etc., were in the final stages of preparation and not ready for review by NRC. The inspector stated that, based upon the present status, additional review by the NRC would be required in all emergency planning areas prior to issuance of a Unit 2 operating license.

4.

Pre-Licensing Drill The inspector and licensee representatives discussed plans for the conduct of an emergency drill prior to Unit 2 licensing.

Licensee representatives stated that a September 21, 1977 drill date was anticipated. The inspector informed the licensee that all emergency facilities, equipment inventories, and procedures, including craining in their use should be completed prior to conduct of the drill so that the overall adequacy of the licensee's emergency preparedness could be comprehensively evaluated.

The inspector met with licensee representatives (denoted in Para-graph 1) at the conclusion of the inspection on August 29, 1977.

The inspector summarized the purpose and the scope of the inspec-

tion and the findings.

effect a change in this date; Licensee emergency planning officials were aware of the magni-

tude of work yet to be accomplished before the emergency planning area could be closed by the NRC prior to licensing of Unit 2.
