Dear Sir:

IE Bulletin 86-03, dated October 8, 1986, required a series of actions to address single failures of minimue flow recirculation lines containing air-operated isolation valves which could result in a common-cause failure of all emergency core cooling system (ECCS) pumps in a system. This bulletin also instructed that the BWR plants which responded to IE Bulletin 86-01

" Minimum Flow Logic Problems that Could Disable RHR Pumps" need not repeat the actions that are required for IE Bulletin 86-03.

Boston Edison had responded to IE Bulletin 86-01 by a series of letters to Dr.

T. E. Murley (References 2, 3 & 4) and described the corrective actions that Boston Edison would implement to bring the RHR system into full compilance with Pilgrim FSAR section 7.4.2-5(a). Boston Edison has also confirmed in Reference 4 after evaluation of all emergency core cooling systems (ECCS) at PNPS that the noncompilance as identified in IE Bulletin 86-01 is applicable only to the RHR minimum flow protection logic.
