1 Light Company (LP&L) and System Energy Resburces. Inc. (SERI) transmitted letters to the Nuclear Regulatory Comission (NRC) regarding the steps being taken and planned to keep the publ'c and appropriate agencies fully informed of the proposed transfer of management and operating responsibility for AP&L'e Arkansas Nuclear One (AN0) units and LP&L's Waterford 3 unit to SERI. In accordance with those letters a systemwide comunication plan incorporatiry those steps has been prepared which includes a variety of steps to comunicate with various official agencies, the general public, the investment comunity and employees of companies in the Middle South Utilities System.

In particular, news releases have been prepared and issued for major milestenes of public interest in the consolidation process. Furthermore, copies of appropriate regulatory filings have been provided to state and local regulatory agencies, and representatives of those agencies have been briefed. News releases have been and will continue to be utilized to assure that the public is ke,n t inforteed of significant infonnation and developments regarding the proposed consolidation.

Finally, selected comunications with the financial comunity have occurred, and there is a proactive program for interna'i comunications sith employees involving r.ews letters, video tapes and executive site visits.

AP&L filed an application with the APSC on October 7, 1988 requesting review of the proposed consolidation and of the proposed operating agreement between AP&L and SERI.

Louisiana Centacts were made with a representative of the LF.. to discuss the proposal on September 1, 1988. LP&L fs.ed an application with the LPSC and with the CCN0 on October 7, 1988 requesting review of the proposed consolidation and of the proposed operating agreement between LP&L and SERI.

Mississippi The Mississippi Public Service Commission (MPSC) through the MPSC staff was provided copies of the Jui/ 1, 1988 operating license submittals to the NRC by letter un July 1, 1988.   • Stockholders and Employees The MSU Quarterly Report to stockholders dated September 1988 included information about SERI assuming management and operating responsibility for all MSU System nuclear generating units.

This information stated in part:

"SERI Restructuring Continues Several important milestones have been achieved in the effort, announced May 9, to have System Energy Resources, Inc. (SERI) assume management and operating responsibility for all MSU System nuclear generating units by year-end 1988.

In early July, applications to amend the operating licenses of Waterford 3 and Arkansas Nuclear One were submitted to the Nuclear Regulatory Commission. Other regulatory approvals will be sought from appropriate authorities in the near future.

A System nuclear management company is expected to help stabilize electric rate structures by streamlining System nuclear operations and support, eliminating redundancies, allowing for more efficient use of nuclear personnel, reducing System reliance on outside vendors, and creating a working atmosphere that will aid in attracting and retaining the highest caliber of expertise in nuclear personnel.

Accomplishing these goals while maintaining safety in operations is of paramount importance.

Meanwhile, consolidation study teams continue to progress on specific tasks associated with the nuclear management restructuring.

Study teams are comprised of representatives of the System companies involved in the process: SERI, Louisiana Power &

Light Company, and Arkansas Power & Light Company.

McKinsey & Company, a nationally-recognized management consulting firm, is also assisting in the process."

MSU System employees were notified of the proposed filings with the APSC, LPSC and SEC on October 6, 1988 by internal releases and video presentations.

Employees have been and will be kept informed of consolidation activities through articles published in internal newsletters, video tape presentations including one made on October 6, 1988 and through meetings conducted by senior executives. The Nuclear Horizons has been published system-wide four times since June 29, 1988 providing employees with timely information on the consolidation.
