. IFD-90-0108 During t he course of our first 6 months reporting period, the following actions, initiatives, lessons and events have been noted: 1 (1) Management Actions Based upor. findings and recommendations of our internal FFD audit, several issues were addressed and corrective actions were taken. These includes

a. Improvements were made in the overall physical security of the'. records storage area by the addition of deadbolt locking mechanirms and enhanced entry control procedures.
b. The requirement for documenting the training and qualifications of the FFD staff was proceduralized,
c. Company policy was further developed to strengthen the provisions relative to personnel reporting to work in a " call. oat" status,
d. Additional training was provided for the- FFD Coordinator in the area of Employee Assistance Program and to the MRO to strengthen his-understanding of his role and responsibilities.

(2) Initiatives Arkansas Nuclear One opted for an initial screening cutaff level for THC which is more restrictive than DHHS/FRC..

(3) Lessons i Our initial 6 months into this program has given rise to certain observations:

a. For this area, THC and alcohol are by far the drugs of preference.
b. All instances of presumptive positive tests for.

amphetamines have been attributed to prescribed and over-the-counter anorectics and cold preparations.

There has been no indication of abuse of this-class of drug and furthermore, the pattern of use seems to be seasonal (Spring) in nature.

. .,FFD-90-0108- l (4) Events l Arkansas Nuclear One has experienced one' event during the reporting period that was reportable in nature. On May 29, 1990,'a licensed reactor operator was tested as a result of random selection. The on-site screening showed a level of ' THC in excess of. the established cut-off. An j aliquot of the individual's sample was forwarded to a DHHS I certified laboratory and both screening tests and GC/MS j L test' indicated the presence of THC in excess of the cut-off level, 1

on June 5, 1990, the Medical Review Officer consulted'with  !

the individual and the determination of a positive test.

result ensued. Telephone notification to the NRC was made that same day. >

The individual- was referred to the Employee Assistance-Program and suspended without pay for a period of fourteen days. l A report from the Employee Assistance Provider dated June 13, 1990 recommended -that the individual be allowed to resume normal duties pending rendering of a clean specimen and adherence to requirements .regarding the follow-up testing program. Additionally, it was recommended that the individual be involved in Narcotics' Anonymous for a minimum  ;

of one year.

As-of June 20, 1990 the individual had met the-provisions outlined, unescorted access was reinstated, and the s individual returned tv work.

(5) Conclusions Our internal audit indicates that the FFD program is satisfactory, although some improvements could be made.

The first 6 months reporting period resulted in a positive rate of less than-one percent. It is felt-that the program is functioning effectively and-is providing a deterrent to the misuse and abuse of drugs in.the workplace.

Focus will continue to refine and improve the program and to educate the people such that we draw closer to a truly drug-free workplace.  ;
