Inservice Testing Program.

. Relief' Request No. 31' Gentlemen:  :

. i Entergy Operations requests relief.from the ASME Code Section XI requirement of Subsection IWV-3400 from performing exercise and stroke time testing'on a quarterly basis to performing the testing 'during each refueling outage,: for the . low pressure injection valves: CV-1432 and.CV-1433.' -These valves are located in the bypass lines'around the-decay heat coolers, E35A and E35B;-

1 (as shown in ANO-1 Safety Analysis Report Figure 9-12) and are used to regulate the temperature of the decay-heat return, flow,to the core when the, J Low Pressure' Injection (LPI) system is operated:in the decay heat rt.movall mode. These valves ara maintained in-the fail-safe closed pos.ition during Li power operation and are only opened 'for -temperature control during decay heat ,

removal-operations. Additionally, prforming a fail-safe test ' orc the4alve .!

could introduce the possibility of. an inadvertent actuation ofLthe. . 1 Engineered Safeguards System. Because of

  • hese 'and other facte.as =which are .- ;

discussed in the_ attached, Entergy Opera

  • ns believes it prudent to perform "

this test only'during refueling outagu lelief Request No. 31 is' attached' for your review, which provides:a comp .e basis for our' request- .  ;

System: -Low l Pressure Injection Valve: CV-1432,: CV-1433 -

Category: B ,

Function: These temperature control valves are-in-bypassilines around .

- the decay heat coolers,'E35A and..E358. They.are used to regulate the temperature of the-decay heat-return flow-to the

, core when the Low Pressure Injection (LPI) system'is operated

in the decay heat removal mode. The valves are fai. led closed

in the event'of an Engineered 1 Safeguards (ES) actuation to assure maximum cooling to .he core. The fail-safe feature is accomplished by solenoid > action;to isolate and discharge the. t instrument air from the valve' Spring force then moves--the valve to'the closed position.:

ASME Section XI Test-Requirements:

Subsection IWV-3400 ' specifies quarterly exercising and stroke L time testing of power operated valves. Valves with a' ,

L fail-safe feature are required to.be fail-safe tested on a quarterly basis. We have recently identified the need to include these valves in the Inservice Testing. Program. -

Relief Request:

- from .the code specified! quarterly testing requirements -to a schedule coinciding with each refueling outage for.the following reasons: 1) CV-1432 and CV-1433 are-modulating ,

valves which are positioned by a variable control: signal- t generated by a hand indicating controller.in'the control l' room. Since valve movement is initiated by rotating a knob l p on-i.he controller face, repeatable stroke timing-is not is assured because the positioner; proportional control will. vary valve travel speed.in responseLto varying'. error signals. The-I error signal generated isia function of the speed <attwhich

.The hand indicating controller ~outputLisiverified to be.

generating a fully closed signalaonce per eight' hour shift during power operation by performance;of the ES Checklist, OP-1015.15B. 4) A fail-safe test during power operations would involve energizing a solenoid valve which;cannot'be directly' controlled without-energizing'an ES contact. Use,of the ES-test. modules to accomp1.ishtthis testing is=not, desirable due to the introduction of the possibility:of'an inadvertent actuation when' performing.the evolution.

Alternative > Testingi:. I

'These valves,1due to:their temperature control function,-

would otherwise be exempt from the' code requirements for ,

inservice testing were'it not for the fail-safe feature-  !

associated with them. Entergy Operations;therefore proposes  !

to test the. fail-safe feature of the valves during each refueling: outage asLpart of OP 1305.06, the'18-Month Integrated ES Test, at.which time valve closure upon initiation of an ES signal-will be verified.
