Dear Mr. Keppler:
Attached is a revised LER which rescinds our commitment to run an emergency diesel generator while the other diesel generator is being removed from an operable status.
NRC Generic Letter 84-15, Proposed Staff Actions to Improve and Maintain Diesel Generator Reliability, establishes an objective to reduce the number of cold fast starts. We are pursuing changes to our Technical Specifications to aid in this objective, but we also need to rescind our previous commit-ment to help meet this objective.
Since the incident reported in LER 50-316/78-037 occurred, the diesel rooms and the components within have been clearly labeled and the clearance / pro-cedure has been revised to require independent verification of the tagging of'all technical specification equipment by the Operations Department. We believe that these actions minimize the potential for a repeat of the error which resulted in this commitment.
We are effecting this change in order to reduce the number of starts on the emergency diesel generators. The proposed effective date for the rescission 6f the commitment is June 30, 1985. The intervening time is to allow for you or members of your staff to review the matter and express any question you have on the proposed action.
