I N" Ohio Citizens for Responsible Energy (*0CRE') hos enclosed for your information a meeting summary dated January 17, 1986 concernin9 the December 18, 1985 meeting between the NRC and the l This meeting concerned emergency Hydrogen Control Owners Group.

procedure guidelines for operating the hydrogen igniters and Ossociated systems, including containment sproys and containment venting. Operating procedures and containment venting uere addressed in LBP-85-35, slip op. at 27-28.

OCRE notes that material in the meeting summary tends to contradict the testimony of Appliconts' witnesses,at the hearing on containment venting (to be done regardless of offsite radioactivity release rate (step PC/H-6), contrary to Tr. 3443

> (Richordson)) and contoinment sproy operation (to be operated irrespective of Whether odequate Core Cooling is assured (Step PC/H-7), contrary to Tr. 3449-3450 (Burrelli)).

OCRE suggests that this information demonstrates the truth of the ASLB's own wording of Issue NS, i.e., that the Perry hydrogen control system is inadequate to prevent release of

! substontial quantities of radioactivity to the environment, and that its dismissol of this issue on the basis of incomplete evider.ce was indeed erroneous.
