Dear Mr. Palladino,
Pursuit to the problems of the earthquake, of January 31, 1986, and the relationship with licensing the nuclear power plants in Perry, Ohio, I have heard no concerns with the adequacy of disaster services pertinent to the plant emergencies.
Inasmuch as of fsight emergency planning must be assessed in the licensing process, the people in the area of the plant should be assured that the confu-sion at the sight and the break down of telephone cot:munications, at the time of the earthquake, are considered in that decision.
Little is said about the damage done to the public psyche of people in our area.
Cleveland Electric Illuminating Company can repair physical damages to their plant.. But nothing short of a shut down of the plant or conversion to coal can bring peace of mind to residences. The toll taken of stress and anxiety cannot be measured nor compensated for.
If. there is a difference in a country that boasts o'f its f reedoms and justice and one that cannot, it is because that country has leaders and people who abhor priority of the economic well being of some over the human concerns of others.
