Gen tlemen :

I enclose the paper with the appropriate articles regarding the recent earth-quake, with its epicenter near the Perry Nuclear Power Plant, Perry, Ohio, which has not yet been opened. This letter is an urgent request that your commission ~

re-examine all the facts that were considered upon granting the request of the C.E.I. to build a nuclear plant upon this site. As an attorney, a person with a minor in Geology, and a graduate in 1952 of the Atomic School, Albuquerque, New Mexico, I watched very carefully the power play in evidence submitted when '

this permit was granted.

Geological informatIon was submltted by opponents.and proponents of the site.

As geological Information surfaced, it was apparent at that time that, upon excavation, there was a crack in the sub-surface rock or shale. Evidence was produced by both sides - one saying that this was a glacial striation and the other saying that this was , indeed, a geological f ault. Only because the C.E.1.

presented more evidence (and not necessarily more crederit) was this permit granted.

I think your records will show that some tons of concrete were poured down the so-called striation in the process of building. One cannot patch a crack in the sidewalk merely by putting more concrete in it and give it strength.

Since this plant was underway, gas well drilling to the 3,000 foot level occurred in several places in that part of. Lake County, Ohio. I t was disastrously learned that the whole area was , indeed, fractured, so much so, in fact, that when gas was struck, it permeated homes in the general vicinity, causing great damage and financial loss to the drillers.

I would, again, urgently request immediate closing,and review of the' evidence surrounding the building of the Perry Nuclear Power Plant. The fuel cells have not yet been filled but are at that Juncture, in the event of a future shock, a melt-down could occur, and being down-water from the flow on Lake Erie, this water could be, for many, many years, contaminated.
