9 Mr. Robert F. Burnett November 17, 1986 1717 H Street NW.s Washington, DC 20555 Mr. Burnett:

I am writing to you concerning the opening of the Perry Nuclear Power Plant in northeastern Ohio. I feel that the power plant should be shut down until all risks of a problem are eliminated.

The plant was authorized a full-power operating lic-on November 8,1986. rshis license was granted even though the Federal Emergency Management Agency said the plant did not satisfy criteria for full participation under the agencies regulations.

As a resident of McKeesport, PA and having the know-ledge of the dangers of a faulty power plant due to the Three Mile Island incident of a:few years ago, I can't help, but to be concerned for the people of Ohio.

I feel that some effort must be made by the Division of Safety:to prevent the plant from opening until there is further testing done. I feel that this is necessary in order to. prevent the possibility of a disaster..
