Dear Mr. Chairman:

I recently learned that as a result of the September 7, 1984, meeting of the Nuclear Regulatory Commission, a decision will not be made by the N.R.C. until 1985 on whether or not further hearings are required for the re-start of TMI Unit I.

I feel that in the five years since Shutdown Orders were issued f or Unit I, Met-Ed/GPU has proven it can and will operate the power plant in a manner which will assure the health and safety of those of us living in its service area.

As Mayor of the City of Lebanon and former Councilmember of the Department of Accounts and Finance, I am fully aware of the necessity to reduce street lighting and energy costs in municipal government, particularly in view of the fact that our tax base and annual receipts are shrinking. It is imperative that all avenues for reducing expenses be explored, and I am convinced that the re-start of Unit I could save the City of Lebanon several thousand dollars in utility costs. There are also many industrial customers of Met-Ed/GPU in the Lebanon County area that would benefit from a reduction in utility rates, which would be helpful in boosting our local economy.

Met-Ed/GPU has my full support in their efforts to achieve a timely decision from the N.R.C. on the re-start of TMI Unit I, and I would urge you to address this matter as expeditiously as possible.
