Dear Mr. Keppler:

This is to inform you that on January 20, 1984, the owners of the Wm. H. Zimmer Nuclear Power Station agreed to cease construction of Zimmer as a nuclear plant and to use their best efforts to convert Zimmer to a coal-fired plant.

This decision was reached only after all available alternatives had been carefully considered.

In order to implement the decision of the co-owners, we will be filing with the Atomic Safety and Licensing Board, in the near future, the appropriate legal papers for withdrawal of the Application. I have instructed our attorneys to begin the preparation of the appropriate documents.

Additionally, I wish to inform you that Admiral Joe Williams, Jr. has tendered his resignation to me effective January 27, 1984. If the co-owners had decided to pursue finishing Zimmer as a nuclear plant, I had every confidence that he would have been able to achieve that goal. It is unfortunate that he will not be given that opportunity.

Mr. Edwin J. Wagner, Assistant Vice President, Nuclear Engineering, has been designated to be responsible for closing out nuclear activities at the Zimmer Station and

will report directly to me. I request that future

! correspondence be directed to Mr. Wagner at the Zimmer site.
