Dear Mr. Keppler:

As stated in our letter to you dated January 27, 1984, the owners have ceased construction of Zimmer as a nuclear plant and will use their best efforts to convert it to a coal-fired plant.

In our telephone conversation of February 2, 1984, we discussed our plans for future activities at the site during the interim period prior to withdrawal of our application for an operating license.

We will soon file an appropriate motion with the Atomic Safety and Licensing Board pursuant to 10 C.F.R. 2.107 for the formal withdrawal of our application. This letter confirms our understanding that, pending final action by the Commission for the withdrawal of the application, there is no need to continue various submittals to the NRC previously called for which we would otherwise have submitted if work at Zimmer as a nuclear plant were to continue.
