Dear Mr. Keppler:

Thank you for providing me an opportunity to obtain your reaction and input relating to the timing of events which must take place before the Nuclear Regulatory Commission will permit safety-related construction to resume at the Wm. H. Zimmer Nuclear Power Station. As we discussed the probabilities of meeting milestones in CG&E's course of action, your comments and observations confirmed our belief that CG&E's i assumptions relating to the timing of construction restart at Zimmer may prove to be optimistic due to a number of contingencies which could lead to additional delays.

With regard to one other matter relating to Zimmer, DP&L has reviewed the COA which was submitted to the NRC by CG&E on October 5, 1983. While this letter is not intended to be a comprehensive analysis of the COA, DP&L feels that, because of its responsibilities to its shareholders and customers, it should address one issue at this time. DP&L's Board and management believe'that the COA fails to adequately recognize DP&L's sizable investment in the Zimmer project by not giving DP&L any meaningful participation in the oversight of the project. We believe that a meaningful role for DP&L can be achieved without creating licensing concerns relating to CG&E's responsibility to the NRC.
