EAR POWER STATION - UNIT 1 INDEPENDENT AUDIT.0F'THE QUALITY OF CONSTRUCTION W40. 57300, JOB E-5590, FILE NO. 956C The NRC Order to Show Cause (CLI-8 2-33) of November 12, 1982, requires that the Plan to Verify the Quality of Construction (PVOC) include-an audit-by a cualified outside organization, which.did not perform the activities being audited, to verify the adecuacy of the cuality of construction. In addition, Comment 4 of enclosure 1 to NRC (RIII) letter to CG&E of November 15, 1983, states:

"The auditor should meet the competence and independence criteria outlined in.the February 1, 1982, letter from the NRC to Congressmen Ottinger and Dingell. The auditor should be approved by the NRC. Any communications between the independent overviewer or auditor of the PVOC and CG&E are subject to the ' Protocol Governing Communications between CG&EJand Independent Organizations Conducting Reviews or

Audits under the Commission's Order' sent to you by letter dated March 2, 1983."

CG&E letter serial LOZ-83-0239 of November 23, 1983, to NRC (RIII) reported CG&E's intent to expand the scope of the independent' audit'of the PVQC to cover the QA/QC aspects of the Continuation-of Construction Plan (CCP) so that all QA/QC activities through the issue of the Operating License prior to fuel load will be subject to an independent audit.

The-purpose of this letter is to report the selection of the Independent-Auditor and to recuest NRC approval of this selection in accordance with the reauirements stated above.

Keppler Regional Administrator December 6,-1983 LOZ-83-0249 Page 2 Based on CG&E's evaluation of the proposals received, as regards the independence, competence, and approach, Ebasco Services Incorporated (EBASCO) has been selected for the role of Independent Auditor. Attached as Enclosure 1 is EBASCO's proposal, which describes the corporate cualifications of EBASCO for this audit,which describes the cualifications of the-key individuals to be assigned to the work, which confirms EDASCO's independence relative to the Zimmer project in accordance with the criteria imted above, and which summarizes the approach EBASCO intends to take when developing the audit plan.

Your timely approval of EBASCO to function as the Independent Auditor of the PVQC and of QA/OC aspects of the CCP is reauested.
