OF PUBLIC MEETINGS CONDUCTED TO DISCUSS THE DRAFT SUPPLEMENTAL ENVIRONMENTAL IMPACT STATEMENT RELATED TO THE REVIEW OF COOPER NUCLEAR STATION LICENSE RENEWAL APPLICATION (TAC NOS. MD9763 AND MD9737)

On Wednesday, April 7, 2010, members of the U.S. Nuclear Regulatory Commission (NRC) staff held public meetings in Auburn, Nebraska, concerning the staff

=s environmental review of the application submitted by Nebraska Nuclear Power District (NPPD) for renewal of Cooper Nuclear Station (CNS) operating license. The purpose of the meeting was to provide the public with an opportunity to comment on the draft supplemental environmental impact statement (DSEIS) which was issued in February 2010. The public meetings were held at the Auburn City Council Chambers. Formal presentations were made by the NRC staff.

The DSEIS is a plant-specific supplement for CNS to the

?Generic Environmental Impact Statement for License Renewal of Nuclear Plants

@ (NUREG-1437). The NRC staff described the overall license renewal process, provided a description of the National Environmental Policy Act review process, and discussed the environmental requirements outlined in Title 10 of the

Code of Federal Regulations Part 51 (10 CFR Part 51). The NRC staff also described the preliminary results of their analyses. The environmental impacts of continued operation were predicted to be small in all areas. The impacts of alternatives (including the no-action alternative) were predicted to have impacts in at least some environmental aspects that could reach moderate or large significance.

After the formal presentations were given by the NRC staff, members of the public were invited to provide comments. Approximately 50 people attended the two sessions. Attendees included members of the public; the mayor of Auburn; city council members; representatives of the NRC, NPPD, Entergy Nuclear, and CNS, and the news media.

In an effort to improve communication and increase interaction with members of the public, the NRC staff conducted open-house sessions for one hour before each meeting and encouraged the public to submit meeting feedback forms. The staff provided displays and brochures and met with members of the public to answer questions about the proposed renewal of the CNS operating license. A combined listing of attendees for both sessions is provided in Enclosure 1. Enclosure 2 is a copy of the meeting handouts. Enclosure 3 is a copy of the meeting agenda. The closing date to a ccept comments on the CNS DSEIS is May 5, 2010. The NRC staff will consider all comments on the CNS DSEIS and make any necessary revisions to the document prior to issuing its final supplemental environmental impact statement, scheduled for July 2010.

No formal comments on the Draft Supplemental Envir onmental Impact St atement (DSEIS) will be accepted during the informal discussions. To be considered, comments must be provided either at the transcribed public meetings (see agenda, above) or in writing, as described in the attached Federal Register notice.

This open house is intended to provide an opportunity for interested members of the public and staff from other Federal, State, and local agencies to interact with the NRC staff in an informal information exchange related to the proposed license renewal for Cooper Nuclear Station. License renewal includes both safety and environmental reviews. Currently the NRC is requesting comments on the Draft Supplemental Environmental Impact Statement (DSEIS) related to the proposed renewal of the operating license for Cooper Nuclear Station. Please note that if you wish to provide formal comments regarding the DSEIS, they must be presented at today=s transcribed public meeting, or provided in writing or by e-mail by May 5, 2010. Comments received after this date will be considered if it is practicable to do so, but the NRC staff is able to assure consideration only for comments received on or before this date.
