SUMMARY

OF DECEMBER 13, 2023, PRE-APPLICATION TELECONFERENCE WITH NEBRASKA PUBLIC POWER DISTRICT TO DISCUSS LICENSE AMENDMENT TO ADJUST HIGH PRESSURE COOLANT INJECTION FLOW SETPOINTS FOR COOPER NUCLEAR STATION (EPID L-2023-LRM-0107)

On December 13, 2023, an Observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Nebraska Public Power District (the licensee) via teleconference. The purpose of this meeting was to discuss the licensee's planned license amendment request (LAR) concerning a proposed change to Technical Specification (TS) table 3.3.5.1-1, Function 3.f, High Pressure Coolant Injection Pump Discharge Flow-Low (Bypass), allowable value for Cooper Nuclear Station. The meeting notice and agenda, dated December 4, 2023 are available in the NRCs Agencywide Documents Access and Management System (ADAMS) at Accession No. ML23338A001. Enclosed is a list of attendees at the meeting.

The licensee presented information (ML23317A203) discussing the planned LAR. The licensees presentation detailed the proposed change and summarized the necessary reasons for the requested change. This meeting was mainly detailing the licensees plans to replace differential pressure indicating switch (DPIS) from Barton model 298A to Barton model 581A.

This change in the DPIS causes change in the licensees calculation model resulting in the proposed LAR.

The NRC staff queried the licensee throughout the presentation to enhance its understanding of the planned LAR, including the following:

1. The NRC staff asked the licensee to state if their setpoint methodology was an approved methodology. The licensee stated they will include information on its Setpoint Methodology in their submittal.
2. The NRC staff asked for the licensee to include their calculations for the new setpoint with their summary results when submitted. The licensee agreed to do so.
3. The NRC staff asked if this change to the setpoint value was solely prompted by the change in the Barton gauge model being used. The licensee stated that the change in the model, and due to its lower repeatability value, altered the calculated low-flow setpoint and acceptance value, thus requiring the change.

No regulatory decisions were made as a result of this teleconference. No Members of the public identified themselves on the teleconference. No Public Meeting Feedback forms were received.
