SUMMARY

OF MEETING HELD ON OCTOBER 24,2011, WITH NEBRASKA PUBLIC POWER DISTRICT TO DISCUSS LICENSE AMENDMENT REQUEST TO TRANSITION FROM 18-TO-24-MONTH FUEL CYCLE AND ADOPT TSTF-493, OPTION A, AT COOPER NUCLEAR STATION (TAC NO. ME7169)

On October 24, 2011, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Nebraska Public Power District (NPPD, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The meeting notice and agenda, dated October 13, 2011, is located in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML112860073. The purpose of the meeting was to discuss NPPD's license amendment request (LAR) for Cooper Nuclear Station (CNS) dated September 16, 2011 (ADAMS Accession No. ML11264A165). The proposed amendment would revise the CNS Technical Specifications to support operation with 24-month fuel cycles, in accordance with the guidance of NRC Generic Letter 91-04, 'Changes in Technical Specification Surveillance Intervals to Accommodate a 24-Month Fuel Cycle:' In addition, the proposed amendment included a request to incorporate the NRC-approved Technical Specifications Task Force (TSTF) change traveler TSTF-493, Revision 4, "Clarify Application of Setpoint Methodology for LSSS [Limiting Safety System Settings] Functions," to be consistent with "Option A" The licensee's presentation slides are available at ADAMS Accession No. ML112971576. The licensee presented an overview of its LAR dated September 16, 2011. The licensee asked the NRC staff if, of the information presented, there were any potential issues that would be cause for non-acceptance. The NRC staff stated that the LAR appeared to have sufficient information to begin the review. The NRC staff expects to be able to support a timely review of the combined 24-month cycle and TSTF-493 LAR provided that the licensee provides sufficient data, including calculations, as needed. The licensee stated that it would make calculations available for review at a local office near NRC Headquarters in Rockville, Maryland.. The NRC reminded the licensee that if a regulatory decision needs to be made using the calculations, the information would need to be submitted on the docket.

The public was invited to observe the meeting and was given an opportunity to communicate with the NRC after the business portion, but before the meeting was adjourned. No members of the public were present. No Public Meeting Feedback forms were received.
