SUMMARY

OF JUNE 1, 2023, PRE-APPLICATION TELECONFERENCE WITH NEBRASKA PUBLIC POWER DISTRICT TO DISCUSS RELIEF REQUEST FOR DRYWELL INSPECTIONS PERFORMED DURING REFUELING OUTAGE 32 (EPID L-2023-LRM-0035)

On June 1, 2023, an Observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Nebraska Public Power District (the licensee) via teleconference. The purpose of this teleconference was to discuss the licensees plans related to the future submittal of a relief request concerning drywell head examination requirements at Cooper Nuclear Station. The meeting notice and agenda, dated May 17, 2023, are available in the NRCs Agencywide Documents Access and Management System (ADAMS) at Accession No. ML23137A158. Enclosed is a list of attendees at the meeting.

The licensee presented information (ML23150A138) discussing the planned relief request. The licensees presentation included some background on the issue, the applicable American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code) requirements, and the licensees basis for the proposed relief. The licensee noted that the purpose of the proposed relief is to request NRC acceptance of the limited examination performed on the drywell head during Refueling Outage 32, based on the impracticality provision in Title 10 of the Code of Federal Regulations 50.55a(g)(5)(iii), ISI [inservice inspection] program update:

Notification of impractical ISI Code requirements. The licensee stated that it expects to submit the relief request in June 2023.

The NRC staff queried the licensee throughout the presentation to enhance its understanding of the planned relief request, including the following:

The NRC staff asked how the licensee calculated the coverage achieved during the inspections. The licensee stated that the coverage was calculated based on the percentage of components (nuts, bolts, washers, etc.) that were accessible for inspection. The licensee added that a camera was used to assist in performance of the visual inspections because the bottom retaining nuts and washers are welded to the drywell head structure and therefore did not allow for complete disassembly and inspection.

The NRC staff inquired why this relief request was necessary for this operating cycles inspection. The licensee explained that the ASME Code requirements had changed since the previous inspections and, consequently, the VT-1 inspection is now required during this interval.

No regulatory decisions were made as a result of this teleconference. No members of the public identified themselves on the teleconference. No Public Meeting Feedback forms were received.
