OF OCTOBER 19, 2010, PRE-LICENSING MEETING WITH NEBRASKA PUBLIC POWER DISTRICT ON POTENTIAL SUBMITTAL OF A LICENSE AMENDMENT REQUEST PATTERNED AFTER TECHNICAL SPECIFICATION TASK FORCE TRAVELER NO. 493, REVISION 4 (TAC NO. ME4886)

On October 19, 2010, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Nebraska Public Power District at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the proposed methodology and approach for submitting a license amendment request (LAR) patterned after the Technical Specification Task Force Traveler No.

493 (TSTF-493), Revision 4, "Clarify Application of Setpoint Methodology for LSSS [Limiting Safety Systems Setpoints] Functions," for Cooper Nuclear Station. A list of attendees is enclosed.

The licensee presented information (Agencywide Documents Access and Management System (ADAMS) Accession No. ML102920296) on its potential approaches to submitting the TSTF-493 LAR and an LAR to transition from 18-to 24-month fuel cycles. The licensee presented three alternatives: 1) submit the TSTF-493 followed by the 24-month cycle amendment, 2) incorporate TSTF-493 in the 24-month cycle amendment, or 3) submit the 24-month cycle amendment with no allowable values changes and no TSTF options incorporated.

The NRC staff and the licensee discussed the merits and challenges of the licensee's proposed approaches. Prior to the meeting, the licensee planned to pursue Option B of the two options available for TSTF-493. The staff conveyed that Option B is expected to take longer to review than Option A, based on the staff's current review of another plant's TSTF-493, Option B LAR.

Based on the discussions during the meeting, the licensee indicated that it will likely submit the 24-month cycle amendment combined with TSTF-493 (Option A) in July 2011 in order to avoid potential schedule impacts on its plan to transition to the longer fuel cycle. The licensee may choose to submit a separate LAR in the future for TSTF-493, Option B.

The NRC staff expects to be able to support a timely review of the combined 24-month cycle and TSTF-493 LAR provided that the licensee provides sufficient data for its setpoint calculations.

The NRC staff also stated in the meeting that the technical staff of the Office of Nuclear Reactor Regulation has no issue with the General Electric methodology for setpoints provided that the setpoints are one-sided.
