OF REGULATORY AUDIT RELATED TO THE REVIEW OF THE LICENSE RENEWAL APPLICATION FOR COOPER NUCLEAR STATION (TAC NO. MD9763)

From June 15, 2009 to June 17, 2009, a review team consisting of four U.S. Nuclear Regulatory Commission (NRC) staff members participated in a regulatory audit at the Cooper Nuclear Station (CNS), related to the structural review of the CNS license renewal application (LRA).

The primary goal of the site visit was to review documentation and to gather information to ensure that the CNS aging management review and associated aging management program (AMP) requirements of license renewal as codified in Title 10 of the Code of Federal Regulations Part 54 (10 CFR Part 54) were met.

Enclosed is a list of NRC staff members and Nebraska Public Power District (NPPD) employees who participated in the regulatory audit.

On Monday, June 15, 2009, the review team participated in an entrance meeting with NPPD representatives to discuss the purpose and agenda of the audit. During the remainder of the audit, the team members examined the supporting data used by NPPD in preparation of the LRA and also met with NPPD cognizant system personnel in smaller groups. Specifically, the review team reviewed the operating experience records for the CNS drywell and torus, containment leakage tests, and Class 1, 2, and 3 component supports. Break-out groups participated in discussions regarding CNS AMPs related to the American Society of Mechanical EngineersSection XI, Subsections IWE and IWF, and 10 CFR 50 Appendix J. The review team members also participated in a walk down of the torus structure.

At the conclusion of the audit, the NRC staff summarized the status of the review with NPPD representatives during the exit meeting of June 17, 2009. Three items were discussed with the NPPD team: (1) the overall schedule of license renewal audits and upcoming regional inspection related to license renewal, (2) follow-up requests for additional information (RAIs) from the audit, and (3) the overall schedule for all RAIs.

Nebraska Public Power District The NRC staff indicated that the review team did not identify any significant issues during its site visit. However, the NRC staff further indicated that the review was ongoing. The NRC staff and NPPD reached an agreement that extra focus will be provided to ensure completion of the RAIs and responses. The target date for issuance of the RAI from the regulatory audit is June 29, 2009. NPPD will respond within 30 days from the date of the requesting letter.
