SUBJECT:

SUMMARY

OF DECEMBER 3, 2019, PUBLIC MEETING WITH NEBRASKA PUBLIC POWER DISTRICT, ON PROPOSED CHANGES TO THE EMERGENCY PLAN TO REVISE EMERGENCY ACTION LEVEL SCHEME AT COOPER NUCLEAR STATION (EPID L-2019-LRM-0087)

On December 3, 2019, a Category 1 pre-submittal public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Nebraska Public Power District (NPPD). The purpose of the meeting was to discuss NPPDs plan to submit a license amendment request (LAR) to revise the emergency action levels (EALs) in the emergency plan for Cooper Nuclear Station. The meeting notice and agenda, dated November 20, 2019, are available in the NRCs Agencywide Documents Access and Management System (ADAMS) at Accession No. ML19324C547. A list of meeting attendees is enclosed.

The licensee provided a high level overview of the planned schedule and contents of the proposed LAR to revise the EAL scheme in the emergency plan for Cooper Nuclear Station.

The licensee stated that it plans to request an amendment to adopt an EAL scheme based on the guidance in Nuclear Energy Institute (NEI) 99-01, Revision 6, Development of Emergency Action Levels for Non-Passive Reactors, dated November 2012 (ADAMS Accession No. ML12326A805). The licensee further stated that they plan to include the following in the submittal:

  • Comparison between the licensee-proposed changes versus the changes in NEI 99-01, Revision 6 (e.g., redline/strikeout of basis document)
  • Clean version of the proposed basis document
  • Updated calculations specific to EALs
  • Wall board (to check layout and logic)
  • Difference/deviation matrix The licensee noted that it expected to submit the request in January 2020 and will request NRC staff approval of the LAR within 12 months. The NRC staff encouraged the licensee to ensure that sufficient time is provided in the implementation schedule for training and procedure update.

Members of the public were not in attendance. Public Meeting Feedback forms were not received.
