SUMMARY

OF MEETING HELD ON JULY 12, 2011, WITH NEBRASKA PUBLIC POWER DISTRICT TO DISCUSS LICENSE AMENDMENT REQUEST TO REDUCE THE NUMBER OF SAFETY RELIEF VALVES AND SAFETY VALVES AT COOPER NUCLEAR STATION (TAC NO. ME5287)

On July 12, 2011, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Nebraska Public Power District (NPPD, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss NPPD's license amendment request (LAR) for Cooper Nuclear Station (CNS) dated January 5, 2011 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML110100291). The proposed amendment would revise Technical Specification (TS) 3.4.3, "Safety/Relief Valves (SRVs) and Safety Valves (SVs)," to reduce the number of SRVs required to be OPERABLE for over-pressure protection from eight to five.

The licensee's presentation slides are available in the Agencywide Documents Access and Management System (ADAMS) under ADAMS Accession No. ML112140179. The licensee addressed the NRC staff's request for additional information dated June 3, 2011 (ADAMS Accession No. ML111430704).

The licensee presented additional background information including the need for the LAR. The licensee stated that the limiting condition for operation (LCO) is more restrictive than necessary to meet SRV safety and support functions for overpressure protection or anticipated transient without scram. The licensee stated that, if relaxed, the LCO would provide operational flexibility to avoid an unnecessary plant shutdown. The licensee also stated that these valves have not previously caused a plant shutdown; however, the licensee noticed other plants have had issues with corrosion binding. The licensee also stated that evaluations would still be performed for functional failures of these valves.

The NRC staff questioned how reducing the number of required SRVs would affect the heat load on the suppression pool. The licensee stated that the suppression pool loads are bounded by the CNS Loss of Coolant Accident analysis values. The licensee also stated that localized heating was taken into account in the evaluations.

The licensee informed the NRC staff that it would submit a revision to the LAR adding a detailed justification on why the reduction in margin is not significant.
