The U.S. Nuclear Regulatory Commission (NRC) staff is reviewing the License Renewal Application (LRA) submitted by Nebraska Public Power District, (NPPD), for the Cooper Nuclear Station (CNS) Unit 1. The staff plans to conduct its Aging Management Program (AMP) site regulatory audit at CNS during the week of April 20, 2009 in accordance with the enclosed regulatory audit plan. ENCLOSURE License Renewal Aging Management Regulatory Audit Plan Cooper Nuclear Station, Unit 1

Background

By letter dated, September 24, 2008, Nebraska Public Power District, (the applicant), submitted to the U.S. Nuclear Regulatory Commission (NRC) its application for renewal of Operating License No. DPR-046 for the Cooper Nuclear Station, Unit 1 plant. The applicant states that many of the Aging Management Programs (AMP) that they propose for license renewal are consistent with the Generic Aging Lessons Learned (GALL) report. This staffs audit is intended to verify the applicants assertions.

Regulatory Audit Bases License renewal requirements are specified in Title 10 of the Code of Federal Regulations (CFR), Part 54 (10 CFR Part 54), Requirements for Renewal of Operating Licenses for Nuclear Power Plants; and the guidance is provided in NUREG-1800, Rev. 1, Standard Review Plan for Review of License Renewal Application for Nuclear Power Plants (SRP-LR), dated September 2005 and NUREG-1801, Rev. 1, Generic Aging Lessons Learned (GALL) Report, dated September 2005.

Regulatory Audit Scope The scope of this regulatory audit for Cooper Nuclear Station, Unit - 1, is those plant AMPs that the applicant takes credit for a GALL program and it is incumbent on the applicant to ensure that the plant AMP is consistent with the elements of the referenced GALL program.

Information and Other Material Necessary for the Regulatory Audit The project team should review the License Renewal Application, the AMP basis documents and other applicant supporting documents as appropriate.

Special Requests The staff requests the applicant to make available their condition report database for independent searches by the regulatory audit team.

8.

Deliverables A report should be issued to the applicant in 90 days from the end of the regulatory audit.
