SUMMARY

OF JUNE 1, 2023, PRE-APPLICATION TELECONFERENCE WITH NEBRASKA PUBLIC POWER DISTRICT TO DISCUSS PLANNED LICENSE AMENDMENT REQUEST TO ADD TEMPORARY NOTE TO TECHNICAL SPECIFICATION LIMITING CONDITION FOR OPERATION 3.8.3 FOR DIESEL FUEL OIL TANK CLEANING AND INSPECTION (EPID L-2023-LRM-0036)

On June 1, 2023, an Observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Nebraska Public Power District (the licensee) via teleconference. The purpose of this meeting was to discuss the licensees planned license amendment request (LAR) concerning the proposed addition of a temporary note to Technical Specification (TS) Limiting Condition for Operation (LCO) 3.8.3 that would allow the licensee to utilize temporary fuel oil storage tanks to maintain the required diesel generator (DG) operable while performing a required cleaning and inspection of the normal DG storage tanks at Cooper Nuclear Station (Cooper). The meeting notice and agenda, dated May 17, 2023, are available in the NRCs Agencywide Documents Access and Management System (ADAMS) at Accession No. ML23137A157. Enclosed is a list of attendees at the meeting.

The licensee presented information (ML23150A137) discussing the planned LAR. The licensees presentation included a discussion of the DG fuel oil (DGFO) tank maintenance requirements, current TS requirements, an overview of the DGFO system, the planned use of temporary equipment during the tank cleaning, and an example of the proposed TS Note from a similar recent precedent (Monticello Nuclear Generating Plant (Monticello)).

The NRC staff queried the licensee throughout the presentation. Discussion topics included the performance of DGFO tank level monitoring, DGFO compensatory measures that would be implemented while using a temporary DGFO tank, the expected duration of the cleaning and inspection, crosstie cleaning when swapping between tanks, additional security measures that may be taken, and contingency plans if issues are discovered with the tanks during inspection.

The licensee stated that it is modeling its application on its previous inspections performed (ML042920532 and ML042930375) and the Monticello license amendment to perform similar DGFO inspections (ML22318A215). The licensee noted that it would consider the compensatory measures implemented at Monticello in preparing its application. The licensee stated that the current timeframe expected for the inspections is seven days per DGFO tank and that it plans to evaluate any new security risks and the risk of tornado-induced missiles to the temporary DGFO tank(s) since they will be located outside of the building. The licensee informed that it expects to submit the LAR in July 2023.

No regulatory decisions were made as a result of this teleconference. Members of the public participated in the teleconference. No Public Meeting Feedback forms were received.
