U.S. Nuclear Regulatory Commission One White Flint North 11555 Rockville Pike, Room 0-9B2 Rockville, Maryland 20855 Representatives of Nebraska Public Power District (NPPD) are meeting with the U.S. Nuclear Regulatory Commission (NRC) staff to discuss its license amendment request for Cooper Nuclear Station dated January 5,2011 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML110100291) The proposed amendment would revise Technical Specification 3.4.3, "Safety/Relief Valves (SRVs) and Safety Valves (SVs)," to reduce the number of SRVs required to be OPERABLE for over-pressure protection from eight to five.
This is a Category 1 Meeting. The public is invited to participate in this meeting and will have one or more opportunities to communicate with the NRC after the business portion, but before the meeting is adjourned.

Discussion with representatives of Nebraska Public Power District (NPPD) regarding its license amendment request for Cooper Nuclear Station dated January 5, 2011 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML110100291). The proposed amendment would revise Technical Specification (TS) 3.4.3, "Safety/Relief Valves (SRVs) and Safety Valves {SVs)," to reduce the number of SRVs required to be OPERABLE for over-pressure protection from eight to five.
As requested in the NRC staff's request for additional information dated June 3, 2011 (ADAMS Accession No. ML111430704), the licensee is expected to discuss the following:
a)
If all cases were analyzed (Le., all transients addressed).
b)
The number of SRVs that are needed for operation as described in the design basis calculations.
c)
If these valves have caused a plant shutdown in the past.
d)
The timing and increments related to SRV actuation for the full range of transients.
Also, which five will be the "required" valves or, if the request is for any five, justify the basis for the TS having only four SRVs available when in the Limiting Condition for Operation.
e)
If human factors will affect the mitigation of an accident and, if so, if a human factors analysis has been performed.
f)
If the maintenance rule was taken into consideration including what maintenance issues, if any, contributed to the need for this request.
g)
How the reduction in required SRVs affects the heat load in the suppression pool.
h)
Any structural issues that would be impacted.
i)
For all the above, the basis for concluding the change would not increase the probability/consequences of an accident and not reduce safety margins as described in the Updated Safety Analysis Report.
