Mr.H.R.DentonAEP:NRC:0531DThisdocumenthasbeenpreparedfollowingCorporateProcedureswhichincorporateareasonablesetofcontrolstoinsureitsaccuracyandcompletenesspriortosignaturebytheundersigned.Verytrulyyours,/emcAttachmentR.S.HunterVicePresidentcc:JohnE.Dolan-ColumbusM.P.AlexichR.W.JurgensenW.G.Smith,Jr.-BridgmanR.C.CallenG.CharnoffJoeWilliams,Jr.NRCResidentInspectoratCookPlant-Bridgman ATTACHMENTTOAEP:NRC:0531DDCCNPFINALEMERGENCYOPERATIONSFACILITY(EOFDESIGNOFTHEEOFThisisadescriptionofthefinalEmergencyOperationsFacility(EOF)fortheDonaldC.Cook'NuclearPlant.AdescriptionoftheEmergencyResponseOrganization,howthatorganizationwouldbemobilizedtoactivatetheEmergencyOperationsFacility,andhowitwouldinteractwithotherresponsefacilitiesisprovidedinRevision1totheDonaldC.CookNuclearPlantEmergencyPlan,datedAugust13,1982(Section12.3.9.4).TheEOFwillbelocatedonI&MECo.'spropertyatthesiteoftheBentonHarborServiceBuildingoffthePipestoneRoadexitofInterstate94inBentonTownship,Michigan.ThislocationisapproximatelyelevenmilesfromtheCookPlant.The'EOFisapproximately3milesfromtheRossFieldAirportinBentonHarbor,55milesfromtheKalamazoo.Ai~ort,33milesfromtheSouthBendAirport,and130milesfromthe'hicagoO'HareAirport.TheEOFisapproximately1milefromtheJointPublicInformationCenter(JPIC)whichislocatedintheLakeMichiganCommunityCollege.Figure1isanEmergencyOperationsFacilityLayoutDrawing.Figure2isaBentonHarborServiceBuilding-EmergencyOperationsFacilityPlotPlan.TheEOFwillbeaone-storybuilding,ofmodulartypeconstruction.Thefloorareaoftheworkingspaceisapproximately5500squarefeet.Totalfloorspaceisapproximately6350squarefeet.Itwillbe designedasaseparatebuilding,notutilizinganyoftheexisting-spaceinsidetheBentonHarborServiceBuilding.The"heart"oftheEOFisanoperationsroom;thisiswherethecrisismanagementteam,communicators,thefive-manNRCoffice,thedoseassess'orsandthedatadisplay/terminalsarelocated,Thecommunicationsaretothe:JointPublicInformationCenter(JPIC).AEPSC-NewYorkOffice(theEngineeringEOF).StateandLocalRepresentativesintheirrespectiveEmergencyOperatingCenters.NRCEmergencyOperationsCenter(ENSandHPNtelephoneswillbeinstalled).TechnicalSupportCenter.LicenseeOff-SiteRadiationMonitoringTeams.ACommunicationsDirectorwillbelocatedinthisOperationsRoomandwillbeinchargeofalltheoperationsroomcommunicatorsandstatusdisplays.ThedesignoftheEOFstructureandorganizationwillensureitsabilitytoperformthesefunctions:a~Managementofoveralllicenseeemergencyresponse.b.Coordinationofradiologicalandenvironmentalassessment.C~Determinationofrecommendedpublicprotectiveactions.d.Coordinationofemergencyresponseactivitieswithfederal,stateandlocalagencies.

'TheEOFisdesignedforoccupancybyapproximately70personsintheEmergencyResponseOrganizationduringanemergency.Abreakdownofthisnumberis:EROManagersRecoveryandControlManager'sStaffTechnicalSupportManager'sStaffEngineering,Design6ConstructionManager'sStaff14RadiationControl&WasteHandlingManager'sStaff7SchedulingandPlanningManager'sStaffNRCPersonnelFEMA,.StateandCountyPersonnelCommunicatorsClericalandExtraStaff1570InthedesignofthisbuildingtheguidelinesofNUREG-0696werereviewedtomakesurethattheEOFmeetstheseguidelines,orthatthereisanacceptablereasonorcompensatingfeatureifitdoesnot.AmpleparkingspacesexistoutsidetheEOFintheBentonHarborServiceBuildingparkinglotforthenumberofvehiclesthatcanbeexpectedduringanemergency.Spaceformobilevans,thatwillbebroughtinbyoffsitesupportagencies,completewithelectricalreceptacleswillbeprovidedin'hisparkinglot.Inaddition,spaceexistsbehindthebuildingthatcanbeusedforlandingahelicoptershouldtheneedarise.

Thefourdatadisplay/terminalstobeinstalledintheEOF're:1)MIDAS(MeteorologicalInformationandDataAcquisitionSystem)isacomputer-basedsystemdevelopedbyPickard,LoweandGarrick,Inc.thatperformsthebasicfunctionsofmeteorologicaldatacollectionandqualitychecking,alongwithatmosphericdispersionanddosecalculati'ons.AnimportantfeatureofthissystemisitsabilitytoprovidevisualdisplayoftheresultsingraphicformonaGraphicsDisplayTerminal.MIDASisdesignedtoperformthreebasicfunctions:1)DataCollection2)DataStorage3)ComputationandRetrievalTheprogramwas'designedtoassistnuclearplantsinmeetingtheMCrequirementspertainingtoon-sitemeteorologicalprogramsandemergencydoseassessments.2)AEP-Comuterlinktoaccessanin-housecomputerprogramwhichallowsaquickestimateofwholebodyandthyroiddoseratesatthesiteboundaryoratuser-specifieddistancesanddeterminestheEmergencyActionLevelsassociatedwithgaseousreleases.Forliquidreleases,PtheprogramcalculatesMPCfractionsandtheEmergencyActionLevelsassociatedwiththesereleases.Theprogramusesmonitorreadingsorknownisotopicconcentrationssuppliedbytheuser.IthasthecapabilitytoinputmeteorologicalparametersfromtheMeteorologicalToweronthesiteandcalculatesX/QvaluesusingastraightlineGaussiandispersionmodel.Thisprogramwillbeusedasaback-upin theeventthattheMIDASsystemisinoperableand/oraquickcalculationalmethodisnecessary.3)PLANTSAFETYSYSTEMDISPLAYispartofatechnicalsupportcomplexsystemfromWestinghousethatprovidesinformationonsafetysystemavailabilityandPlantsafetystatus.DisplayofPlantparametersattheEOFwillbeviaaTSC"Command"console,totheTSCcomputerforeitherUnit1orUnit2,astheneedarises.TheEOFconsolewillhavethecapabilitytocallupthedisplaysassociatedwiththeControlRoomBISI(BypassedandInoperableStatusIndication)consolesandthedisplaysassociatedwiththeControlRoomPSSDwiththeexceptionoftheiconic(vectorgraphics)displays.4)RADIATIONDATADISPLAYSYSTEM(RDDS)whichwillbeinstalledinthefinalEOFisanextensionofthePlantRadiationMonitoringSystem(RMS)andconsistsofacolorgraphicsCRTwhosedisplaysandfunctionsareidenticaltotheRMSCRTsinstalledintheControlRoomsandTSC.ThePlantRMSisaradiologicalmonitoringsystemwhichincludesextendedrangenoblegasmonitoringsystems,normalrangeparticulateandIodine-131measurementchannels,areamonitors,liquidmonitors,andductmonitorsunderthesupervisionofapairofcentralcontrolterminals.AllradiationmeasurementsaremadewithastandardEberlinedetectorcombinationwhichisservedbyalocalprocessor(fieldmicrocomputer).Thelocalprocessorperfo'rmsbackgroundsubtraction,appliesconversionfactors,andretainsthedatafromeachdetectorchannelinhistoryfilesconsistingofthelastfourhoursoften-minuteaverages,thelasttwenty-fourhoursofone-houraveragesandthelasttwenty-four daysofone-dayaverages.ThedisplayterminalintheEOFhasthecapabilitytocallupinformationfromanyspecificdetectororitcandisplayagridwhichwillindicatewhichmonitorsarealarming.TheEOFbuildingwillbeconstructedandmadeoperationalbytherequireddateofOctober1,1982.ThemilestonedatesforthecompletionoftheEOFareasfollows.Contractsforbuildingdesign,fabrication,anderectionwereenteredintoonJune28,1982.Theapplicablestateandlocalbuildingpermitshavebeenobtained.FoundationinstallationstartedonJuly12,1982andwascompletedbyJuly26,1982.ThebuildingmodulesarecurrentlyinfabricationandshipmentwillstartonAugust16,1982.ThebuildingwillbeavailableforoccupancyonoraboutSeptember6,1982.Uponbuildingcompletion,theinstallationofthevariouscommunicationsystemswillcommence.TheinstallationwillbecompletedonoraboutSeptember18,1982.Theschedulefortheinstallationandoperationofthedifferentdisplayterminalsis:1.MIDASTERMIVALToaccessandfullyutilizetheMIDASsystemaTektronixGraphicsDisplayTerminalandHardCopyUnitwillbeavailableintheEOF.TheequipmentisscheduledtobeinstalledandfunctionalbyOctober1,1982.

2.CPM002TERMINALCPM002isaccessedthroughtheTimeSharingOption(TSO).AnIBMCRTandprinterwillbeavailableintheEOFbyOctober1,1982.TheCRTwillprovideavisualdisplayoftheprogram'srequestforcertaininputdata,aswellasadisplayofthedoseassessmentresults.ApermanentcopyoftheseresultswillbeavailableattheassociatedprinterwhichwillprinteverythingdisplayedontheCRT.3~RADIATIONDATADISPLAYSYSTEMDeliveryandinstallationofcolorgraphicsCRT.terminalsfortheEOFandTSCareexpectedsometimeinSeptember.TheCRTswillbeconnecteddirectlytothePlantRadiationMonitoringsystemviamodemsandredundantcommunicationchannels.PLANTSAFETYSYSTEMDISPLAYThePSSDdatadisplay(terminalforUnit1isscheduledtobeinstalledintheEOFbyOctober1,1982.Althoughwearemakingeveryefforttomeetthisdate,oursuccessinmakingthePSSDoperationalintheEOFisdependentontheTSCoperationaldateandonthemanufacturermakingavailablesuitableequipmentonatemporarybasistosubstituteforlongleadtimeequipment.InourlettertoMr.Denton,Vo,AEP:NRC:0678A,datedJune28,1982(responsetoGenericLetter82-10onPost-TMIRequirements),westatedthat:"WecurrentlyplantocompletethephysicalinstallationofthemodificationsrequiredbyWREG-0737,ItemIII.A.1.2byOctober1,1982,butthatthecheckoutanddebuggingtimerequiredtofullyimplementthisitemissomewhatuncertainatthispoint.Assuch, webelievethatadditionaltimewillbenecessary.WewillbeinabetterpositiontoascertainhowmuchadditionaltimeisnecessaryIbytheendoftheUnit1refuelingoutage.WewillthusinformyouofthestatusofthisitemonoraboutSeptember15,1982."ForUnit2,wealsorequestedanextensionofthescheduledcompletiondateinourletterNo.AEP:NRC:0678Abystatingthat:"...ThisextensionrequestisbasedonthefactthattheUnit2computerwillnotbedelivereduntillateAugustandmanyofthephysicalmodificationsmustbecompletedduringtheupcomingUnit2refuelingoutage.In'ddition,thecheckoutanddebuggingtimerequiredtofullyimplementthisitemissomewhatuncertainatthistime.WewillbeinabetterpositiontoascertainhowmuchadditionaltimeisnecessaryafterthecompletionoftheUnit1system.WewillinformyouofthestatusofthisitembyJanuary15,1983"~
