Mr.JamesG.KepplerAEP:NRC:0915Contrarytotheabove,theControlRoomCableVaultVentilationSupplyfiredamperwasfoundproppedopenonAugust22,1984andhadbeeninthisconditionsincethelastknownmaintenanceinspectiononMay21,1984.RESPONSETOITEM-21.CrriecidResulthieOnAugust22,1984thefiredampertotheCableVaultSupplyFanwasfoundproppedopenwithapieoeofconduit.Uponthediscoveryoftheobstructeddamper,theCOsystemwasconsideredinoperablebelievingthattherequiredC2concentrationcouldnotbemaintained.Therefore,afirewatchwasmaintaineduntilthedamper,andconsequently,theCOsystemweredeclaredoperable.Theobstructionwasremovedfromthefiredampertrack.Thedamperwasreset,testedanddeclaredoperable.2.CrrectieTakeerNcmaeTopreventrecurrence,administrativeohangeshavebeenimplementedtoensurefiredampersareprocedurallyrestoredtooperableandunobstructedstatusfollowingactivitiessuchastesting,maintenance,oractuationswhich,'disturbadamper's,operationalreadiness.30teeeeWehavebeeninfullcompliancesinceAugust22,1984,whenthefiredamperwasdeclared'operable.'hisdocumenthasbeenpreparedfollowingCorporateprocedureswhichinoorporateareasonablesetofcontrolstoinsureitsaccuracyandcompletenesspriortosignaturebytheundersigned.VerytrulyyoursM.P.lexich~AiVicePresident<i<)il~cmcc:JohnE.DolanW.G.Smith,Jr.-BridgmanR.C.CallenG.BruchmannG.CharnoffNRCResidentInspector<<Bridgman
