ThisletterrespondstoarequestbytheNUMARCBoardofDirectors,inaletterdatedJanuary4,1990,foreachlicenseetosupplementtheirpreviousSBOsubmi.ttals.ThissubmittalistobebasedonclarificationspertainingtotheSBOissuedevelopedincooperationwithyourstaffandattachedtotheJanuary4NUHARCletter.OurprevioussubmittalontheSBOissuewasinresponseto10CFR50.63,"LossofAllACPower,"andwascontainedinletterAEP:NRC:0537DdatedApril14,1989.AnadditionalpurposefortransmittingtheinformationcontainedhereinistoasserttothebestofourknowledgeouradherencetothemethodologycontainedinNUMARC87-00,"GuidelinesandTechnicalBasesforNUMARCInitiativesAddressingStationBlackoutatLightWaterReactors,"exceptforthoseclarificationsnotedbelow.Wealsowishtoinformyouthatthetargetreliabilityemergencydieselgenerator(EDG)of0.975establishedforourfour-hourAC-independentcopingcategorywillbemaintained.ThemaintenanceofthistargetreliabilityisasubjectjustrecentlyaddressedbyNUMARCthroughSBOInitiative5AviaaletterdatedMarch14,1990.Thisinitiativeispresentlybeingconsideredforimplementation.ItshouldbefurthernotedthatperiodicsurveillancesusedtoestablishEDGreliabilityareconductedinaccordancewithCookNuclearPlantTechnicalSpecificationsthatreferenceRegulatoryGuide1.108,asopposedtotheNSAC-108documentreferencedinNUMARC87-00.AT/Schange,however,maybepursuedregardingtheadoptionofNSAC-108,aswellasInitiative5Adiscussedabove.5'0040502SO500330PDRADOCK05000315PPDCog0>(o r~eC~Dr.T.E.MuzleyAEP:NRC:0537EBasedonareviewofourApril14,1989submittalandsupportinginformation,aswellastheclarificationscontainedintheattachmentstotheJanuary4,1990NUMARCletter,thefollowingtypesofitemswillbediscussed:1)AdditionalSBO-relatedprocedurechanges,and2)Additionalplantmodifications.ProcedureChanesWithrespecttotheneedtoensureanadequatecondensatestoragetank(CST)inventory,aswellastoavoidTDAFWpumprunoutconditions,limitationsforTDAFPoperationwillbeprocedurallyprovidedintheEOPfortheSBOscenario.Theneedforproceduralrequirementsforopeningcontrolroomcabinetdoorswasidentifiedinourreview.Basedonourdeterminationthat0controlroomtemperaturesdidnotexceed120FusingNUMARC87-00(Section7.2.4),itwasourunderstandingthatnofurtheractionwasrequired(Section2'.1).However,furtherclazificationsprovidedbyNUMARCmadetheneedevidentforopeningcontrolroomcabinetdoorsassociatedwithSBOequipment.TheprocedurechangesdiscussedabovewillbecompletedbyJune30,1990'odificationsInthecourseofverifyingtheavailabilityofinstrumentationandcontrolscalledoutintheSBOEOP,itwasfoundthatdirect,indicationofRCStemperaturecouldbelostintheSBOscenario.TwooffourRCStemperaturechannelsarenormallypoweredbyanoppositeunitdiesel-backedpowersource.However,basedonsinglefailurecriteriapostulatedwithinNUMARC87-00forthenon-SBOunit,thisoppositeunitpowersourcemaynotbeavailable'irectRCSpressureindicationmaybelostforuseintheSBO-recoveryEOPdependingonthesourceofpowerestablishedforrecovery.ModificationsnecessaryforensuringdirectindicationofRCSpressureandtemperatureintheeventofaSBOarescheduledforimplementationduringbothunits'990refuelingoutages.AnOperationsDepartmentmemorandumhasbeenissuedtoinformoperatorshowtoobtaintheseprocessvariablesfromothersources,ProceduresfortheSBOscenariowillbemodifiedtoincorporateinformationcontainedintheOperationsDepartmentmemorandum.TheneedforseveraladditionalemergencylightswasidentifiedforequipmentoperationsnotaddressedbySectionIII.Jof10CFR50,AppendixR.Battery-poweredemergencylightswillbeaddedto Dr.T.E.Murley-3-AEP:NRC:0537Eprovidelightingforthoseareasidentifiedviaadesignchangepackage.Adesignchangepackagewillbegeneratedfortheadditionoftheemergencylights.ThisdesignchangewillbeinputintotheLong-RangePlanningModuleoftheCookNuclearPlantIntegratedManagementSystemforthegenerationofanappropriateschedule.Atpresent,operatorshaveflashlightsavailableforroutinetours,aswellasforuseinanemergencysituation(i.e.,intheeventofaSBO).ThisdocumenthasbeenpreparedfollowingCorporateproceduresthatincorporateareasonablesetofcontrolstoensureitsaccuracyandcompletenesspriortosignaturebytheundersigned.Sincerely,M.P.AlexichVicePresidentldpcc:D.H.Williams,Jr.A.A.Blind-BridgmanR.C.CallenG.CharnoffA.B.Davis-RegionIIINRCResidentInspector-BridgmanNFEMSectionChief
