ThisletterrequestsanextensionuntilAugust7,1981oftheimplementationdateforapublicnotificationsystemasdelineatedinAppendixEto10CFRPart50.Thisextensionisnecessaryduetoun-foreseendelaysinreceiptofequipmentfromAlertingCommunicationsofAmerica(ACA),asirenmanufacturer.TheoriginalorderwithACAfortherequiredsystemequipmentwasplacedonApril1,1981followingafourmonthstudybyanAEPtaskforceonhowtoimplementthesystemforthe10mileemergencyplanningzonefortheDonaldC.CookNuclearPlant.Anadditionalsurveyoverasixmonthperiodwasalsoconductedbyaconsultanttodeterminethebestpossiblemeansofprovidingearlywarningandnotif-icationtothepublicaroundtheCookPlant.BoththeAEPstudyandtheconsultantsurveyconcludedthatuseofsirenswasthebestnotificationsystemfortheCookPlant.Mehavehadmeetingswithseverallocalgovernmentalagenciestoexplaintheconceptandoperationofthispublicinformationsystem.Specifically,representativesfromtheBerrienCountyBoardofCommissioners,Sheriff'sDepartment,TownshipSupervisors,localfireofficialsandmediarepresentativeshavebeeninformedofthesystemanditsoperationalaspects.OurpurchaseordertothesirenvendorspecifiedadeliveryofthesirenstobeginonJune1,1981inordertosupportthescheduledin-stallationcompletiondateofJuly1,1981.Mewerepreparedinthefield8107080450810701PDRADOCI405000315FPDR
