Dear Mr. Engelken:

The Audi t 78-15 conducted by inspector Thomas stated that it appeared

'that two of our activities were not conducted in full compliance with Nuclear Regulatory Commission requirements.

The Appendix A of your letter stated:

A.

Contrary to 10 CFR 20.203(f), at the time of..the Inspection a Vent Rig Filter container located in the machine shop in the Auxillary Building was not ' labeled to indicate the presence of i.

radioactive materials in excess of the quantitles listed in Appendix C of 10 CFR 20.

The quantity of radioactive material ir, the container was sufficient-to cause rediation levels of 5 mr per hour at a distance of ten feet from the container.

This is a deficiency.

B.

Contrary to 10 CFR 20,203(b), at the time of the inspection a radiation area associated with a Vent Rig Filter container located in the machine shop in the Auxiliary Building was not posted.

A radlation survey conducted by the inspector during the walkthrough inspection identifled radiation levels of 5 mr per hour at ten feet f rom the container.

This is an infraction.

The District has reviewed your observations and agrees that certain practices should be corrected and has taken the following corrective actions:

Violation of 10 CFR 20.203(f), improper labeling of a container which'

-in Appendix C of 10 CFR 20, was the result of inadequate attention to the proper

' labeling of radioactive material'as called for.by the Rancho Seco Radiation

' Control. Manual, specifically Section 3.1.2.1.6.

had been used as a containment for radioactive " crud" in a valve backwash operation and had been stored in a "High Radiation" area without proper labels attached.

It subsequently removed from the "High Radiation" area in preparation for another

-valve cleaning operatlon.

In its second location the filter radiations emitted were sufficient to constitute a new "High Radiation" area within the accessible 7

zone, thus resulting in an infraction of 10 CFR 20.203(b) which requires posting

of radiation areas.

Conta!ners of this kind, which already have the radiation symbol prominently embossed, will also have a firmly affixed sign with the words " Caution - Radioactive Material", upon which the radioactive contents are identified.

In addition, the room or area in which such containers are stored will have a sign appropriate to the radiation level in the room or area.

The citations and remedial actions proposed have already been the subject of discussion in a training program involving all Health Physics cc.ntrol personnel.
