Subject:

" Modifications of the-Rancho Seco Physical Security Plan, Operator Training Program, and Emergency Plan" Attention: George Knighton In a telephone conference call on February 6,1990, NRC Staff (NRR and Region V) and the District discussed the-proposed revision of the Rancho Seco Emergency Plan for the defueled condition (reference).

The Plan was discussed with the Staff in a meeting on January 18, 1990.

In the telephone conference l-call', your Staff requested information and clarification in six areas necessary to complete its review of the Plan. He have revised the Plan as requested by your Staff.

In summary, the changes are:

1.

Deletion of reference to accidents not exceeding Alert classification.

2.

Commitment to a limited scope Annual Exercise.

3.

Commitment to semi-annual limited scope Health Physics drills.

4.

Modified fire Emergency Action Levels (EAls) to conform with NUREG 0654.

5.

Clarification of Health Physics coverage for contaminated injuries, 6.

Clarificatica of the distinction between Essential and Defueled l

' George Knighton AGM/NUC 90-051 A summary of the changes is provided'in Attachment 1.

The revised pages of the Emergency Plan are provided as Attachment 2.

In addition, we have revised the Executive Summary and the Analysis Section of the December 28, 1989 submittal, as appropriate.

These revisions are included as Attachment 3.

The changes were made in accordance with Rancho Seco procedures.

An explanation of the process and notations for such changes is contained in Attachment 4.

He have reviewed the changes, pursuant to the requirements of 10 CFR 50.54(q) and 10 CFR 50.59, and have determined that these changes-do not require NRC approval.

During the telephone conference call, NRC Staff raised other matters that do not require a change in the Emergency Plan. These matters are addressed in l.

l The changes to the Emergency Plan in Attachment 2 as well as those in the reference are commensurate with the nuclear safety requirements for Rancho Seco in the defueled condition and do not decrease the health and safety of i

the public.

SUMMARY

OF CHANGES TO EMERGENCY PLAN

Section 1:

Section 1.2.5 was added for consistency with the Drill and Exercise

. Manual.

Four definitions were added or revised to clarify the intent and relationship of the Defueled ERO and the Essential ERO.

Section 2:

Section 2.1 was revised to remove the reference to conditions not warranting emergency classifications beyond that of Alert.

Section 3:

This Section was revised to conform to the intent of NUREG-0654 for fire EALs.

Section 4:

This Section was revised'to clarify the intent to provide radiation protection coverage at the hospital in the event of a contamination injury.

Section 5:

This Section was revised to clarify the relationship between the Defueled ERO and the Essential ERO. Additionally, all references to the Essential ERO in Section 5 were changed to read "Defueled ER0".

Section 6:

No changes were made.

Section 7:

Three minor changes to this Section were requested by county agencies.

In addition, the location of the Emergency News Center (ENC) was changed. The District had planned to relocate the ENC as stated in the

" Change 3" submittal of December 28, 1989.

Difficulties associated with relocating dedicated communication equipment resulted in a decision to c

defer relocation and retain the ENC at its present location.

Section 8:

This Section reflects the District's intent to conduct an annual emergency exercise and semi-annual health physics drills.

The scope of each will be commensurate with potential accidents for the defueled condition source term.

Section 9:

No changes were made.

Section 10: No changes were made.
