'i LONG TERM DEFUELED CONDITION EMERGENCY PLAN-Attention: John Larkins The District'is proposing a new Emergency Plan that specifically applies to.

Lthe Rancho Seco.long term defueled condition. The new Plan has been reviewed by the' State:of California and Sacramento,. San Joaquin and Amador Counties and their comments have'been incorporated.

This new Plan represents a change in-

' focus from prior versions and is a complete rewrite based on the reduced spectrum of' applicable postulated-accidents, the reduction in source terms, and the corresponding reduction in, potential exposures to the public.

Since cessation of plant. operations-in June, of 1989,: Iodine-131 has decayed to axlevel such that thyroid exposure is no~ longer the significant concernE As -

indicated in NRC Information-Notice 90-08,-Krypton-85 is now the principal

.7 isotope-of concern. District calculations have determined that offsite L

exposures from accidental releases would-be well;below Protective Action Guidelines'.

The.new Plan includes those provisions necessary for the protection of onsite personnel and for the protection of the public via coinmunication with offsite agencies'. Hhile regulations, specifica11ys10 CFR 47(b)~and 10 CFR 50 Appendix E, do not address? emergency planning requirements for long term K

defueled conditions, the new Plan includes all planning functions addressed in L

the regulations.

The scope of these functions has been revised to correspond H

with the-nature and magnitude of potential hazards associated with the long term defueled condition. The Plan no longer includes an Emergency Planning Zone (EPZ) of approximately 10 miles in radius, an Emergency News Center, an Emergency Operations. Facility and Emergency Response Organization staffing for i

offsite' support.

District coordination with Amador and San Joaquin Counties Land District maintained systems for alerting members of the public are also not included.

. AGM/NUC 90-120 John Larkins This new Plan changes the EPZ to the plant industrial area.

The Plan also includes onsite emergency response facilities and an emergency response -

organization with adequate procedures and resources to manage the emergency 1

response for events applicable to the long term defueled condition.

Provisions are also made for communication with Sacramento County and the State'of California to inform them of emergencies.

This Change is being proposed in accordance with site procedures which govern the Plan.

Rancho Seco has changed from an' operating reactor facility to a permanently and completely defueled facility with all fuel _ stored in the spent fuel pool. Our review of the new Plan, in accordance with the requirements of 4

10 CFR 50.54(q), resulted in the determination that certain changes require NRC approval prior to implementation of the Plan.

The Plan does not involve any unreviewed safety ciuestion.

However, it represents a decrease in the scope of planning as provided by prior versions of the Plan.

The proposed Plan has been determined to be adequate to assure the protection of the health and safety of both onsite personnel and members of the public.

The District will not implement the Plan without prior NRC approval.

By transmittal of this letter and the attached. Plan, the District hereby requests such approval.
