-The District submits the following for your information and summarizes several recent discussions with your staff on System Layup at Rancho Seco, Systems at Rancho Seco fall into one of four categories:
1)
OPERABLE:
2 As defined in Technical Specification 1.3 and as described in the
' District's letter of December 4, 1989, AGM/NUC 89-261.

L Additional explanation of' categories 1, 2, and 3 is provided in Attachment.1, Nuclear Division Policy NDP-039, " Systems Required to Support Defueled Mode."
Category 4 is further explained in Attachment 2. Technical Services Procedure; TSAP-4124, " System Layup Program." In addition, a list of systems expected to' fall into category 4 is provided as Attachment 3.
'The purpose of the system layup is to place a system in a condition in which that system is maintained allowing its restoration and reuse.
An approved procedure, TSAP-4124, defines the program as follows:
1 1.0 PURPOSE 1.1 To establish the guidelines for the Plant Lay Up Program to-permit consistent development and implementation of Lay Up Plans, Punchlists, System Lay Up Packages and System Status 1
Reports for the extended storage of Rancho Seco.
l.2 To provide administrative controls for the Plant Lay Up Program in the,following areas:
l '. 2.1 Adherence-to the 10 CFR 50.S9 review process for all actions taken on a system for Lay Up modifications.
1.2.2 Configuration Control for Systems altered to support Lay Up.
1.'2. 3 Establish system Lay Up boundaries and equipment tagging.
During the Layup planning process, at the "punchlist" phase, the system engineer conducts-a formal review meeting covering modifications (if any),
procedures and special tests, ISI/IST, environmental requirements, preventative maintenance changes, and quality concerns / comments.
(Additional description of this process is provided in Attachment 2, TSAP-4124,-pages 26 and 27).
