John Larkins Enclosed is the Rancho Seco Physical Security' Plan for the Long Term Defueled Condition for the reactor (Enclosure 1) and the 10 CFR 50.54(p) analysis of the P1an (Enclosure 2).

Line item changes from the current Rancho-Seco Physical ~ Security Plan have not been addressed individuallyJas there are no longer any areas of the plant that meet the definition of a Vital Area as

defined in 10 CFR 73.2, and the requirements of 10'CFR'73.55 no longer apply.

The Long Term Defueled Condition-Security Plan addresses the security requirements identified in Regulatory Guide 1.86, June 1974 and NUREG-0130, i

June 1978 in addition to security procedures deemed prudent by Rancho Seco j-management and security staff. This is based on the premise that a radiological release would not result in a whole body dose in excess of 10 CFR Part 100, and that an act of sabotage that would result in a dose in excess of these limits is not a credible event.

The information containM in the complete rewrite of the Rancho Seco Physical Security Plan for the Long Term Defueled Condition addresses security equipment and procedures used to restrict unauthorized individuals access into the fuel Storage Building.

As such, it is appropriate that the Long Tem j

L Defueled Condition Security Plan be exempt from public disclosure.under 10 CFR 1
