This is in response to your letter of March 16, 1990 requesting additional information on the District's proposed modifications to the Rancho Seco Operator Training Program submitted on December 28, 1989.

ENCLOSURE 1 Responses to NRC Requist for Additional Information Question B.1: Why is ANSI /ANS 3.1-1978 referenced, why not reference ANSI /ANS 3.1-19817

Response

The District has evaluated the applicability of ANSI /ANS 3.1-1981, which has been included as Reference 2.4 in Attachment B.

Question B.2: All references to duration of training programs should be in the format specified in 10 CFR 55(a)(1)(sic).

Response

Pursuant to the requirement and format in 10 CFR 55.59(a)(1),

the Defueled Requalification Training Program will be conducted for continuous periods not to exceed twenty-four months in duration.

The appropriate changes have been made in Sections 4.1.1, 4.1.2 and 4.2.1 of Attachment 8.

Question B.3: What is the maximum amount of video, films, or programmed instruction that will be used in the training program?

(4.2.2)

Response

The use of films, videotapes or programmed instructions wil'1 be limited to less than fifty percent of the total classroom training.

This information has been added to Section 4.2.2 of Attachment B.

Question B.4: What is the frequency of observation / evaluation of licens3d operators? Does this constitute the annual operating test required by 10 CFR 55.59?

Response

Licensed Operators and Licensed Senior Operators will be observed / evaluated on an annual basis.

Question B.6:

What will the actions of the Operation and Training Review Board be if a person exceeds the time limit? How long will the person be able to continue in remediation? (4.8.5.4)

Response

If remedial training and re-examination is not completed within 60 days, the Board will reconvene and evaluate the circumstances. Approval by the AGM, Nuclear, is required if the Board recommends further training and re-examination.

This information has been included in Section 4.8.5.4 of 4

Response

ANSI /ANS 3.1-1981 has been included as Reference 2.4 in Attachment C.

Question C.2:

What are the entry requirements for the Defueled Training Program?

Response

A new Section 4.1 " Prerequisites" has been added to Attachment C as follows:

4.1 Prereauisites 4.1.1 Candidates for the NRC Licensed Defueled Operator Training Program shall have a high school diploma or equivalent and a minimum of three years of power plant experience of which one shall be nuclear power plant experience.

l ENCLOSURE 1 (Continued) 4.1.2 Candidates for the NRC Licensed Defueled Senior Operator Training Program shall have a high school diploma or equivalent and a minimum of three years of power plant experience of which two shall be nuclear power plant experience.

NOTE:

Insertion of this new Section 4.1 resulted in renumbering subsequent parts of Chapter 4.0.

Question C.3:

What is the maximum amount of video, films, or programmed instruction that will be used in the training program?

Question C.4: Will malfunction training be addressed during defueled systems training? (A.1.9, B.1.7)

Response

Malfunction training for Operators and Senior Operators will be addressed during defueled systems training in both the classroom phase and the self-study phase.

This information has been added to Sections A.1.9, A.2.1, B.1.7 and B.2.1 of Attachment C.
