In connection with issuance of Amendment No. I to Materials License No. SNM-7 on March 3,1987 (correction issued March 5,1987) providing for operation of the Volume Reduction Demonstration Facility (VRDF) at your West Jefferson site, we issued an Environmental Assessment of the VRDF. Copies of this document and Finding of No Significant Impact (51 FR 24273) were provided to you by letter dated June 24, 1986. As a background source of information and basis for the Jascription of the site and surrounding environment for the VRDF Assessment, we used a report prepared for the NRC by a contractor entitled, " Environmental Impact Assessment,- Battelle Memorial Institute Laboratory, Columbus, Ohio," dated February 2, 1981. This document is referenced in Section 1.3.1 (reference 2, page.1-3) of the VRDF Assessment. A copy is enclosed for your information and files.

The subject document was prepared for the NRC in connection with the staff's reviews for renewal of License No. SNM-7, subsequently issued April 29, 1983.

A primary focus of the contractor's report was JN-4, your former Plutonium Laboratory. Because this facility was decontaminated and decommissioned prior to license renewal, we determined that an Environmental Impact Appraisal was not required and no further action was taken with regard to our contractor's report.

However, as reflected in the VRDF Environmental Assessment, the report contains useful background information. Further, because it is a reference document, it is appropriate to formally provide you with a copy for your use and to make it available for public inspection at the NRC Public Document Room.
