How many plutonium or transuranic contaminated sites were or are now under NRC license?

ANSVER.

The processors of plutonium for nuclear fuel or source fabrication and the processors of irradiated fuel containing plutonium and other transuranics are the facilities likely to require significant decontamination.

Fourteen facilities are named in the enclosed lists. The first list identifies the four facilities currently under license where the plutonium facilities have already been decommissioned.

The second list identifies the other four plutonium facilities currently under license; at each of these, decommissioning of the plutonium facility is in process. The third list names the six formerly licensed facilities.

What_are the residual radioactivity criteria being used in the decommissioning of plutonium faci;i+ies?

l ANSWER.

Most of the residual activity concerns in decommissioning of plutonium facilities relate to decontamination of interior surfaces in buildings; for these, the criteria being used are the limits in the " Guidelines for Decontamination of Facilities and Equipment Prior to Release for Unrestricted Use or Termination of Licenses for Byproduct, Source or Special Nuclear Material," July 1982. A copy of these

' Guidelines.is enclosed. The Guidelines have been reissued from time to time, with minor editorial changes.

For residual plutonium in soil, we use 25 pCi/g, which was 2

developed at an equivalent to the 0.2 microcurie /m screening level in EPA's draft guidance for cleanup of accidental releases of transuranics (plutoniuu) to the environment (42 FR 60956, November 30,1977). A copy of this Federal Register notice is enclosed.
