NRC INSPECTION REPORT 070-00008/99001(DNMS)

Dear Mr. Jensen:

- This refers to the inspection and radiological surveys conducted by NRC Region lit inspectors, accompanied by Ohio Department of Health personnel, on April 14-15,1999, at Battelle-Columbus Laboratories, King Avenue Site, Columbus, Ohio. This also refers to our discussions with you on May 3 and May 24,1999, conceming the results of radiological analyses by the 1

NRC Region lil laboratory of wipe samples collected during the inspection and soil sample l

aliquots taken by the Oak Ridge institute for Science and Education (ORISE) under the

- observation of Ohio Department of Health personnel. The status of the final survey report from ORISE and your plans for the trench adjacent to Building KA-2 were also discussed.

. The purposes of this inspection were to confirm that your remediation of Building KA-A and the outside trench adjacent to Building KA-2 was in accordance with NRC release criteria for unrestricted use, and to determine the adequacy of the final survey conducted by ORISE in these areas. The inspection consisted of radiological surveys including smears and soil samples. The preliminary results of the inspection were discussed with you and members of your staff at the conclusion of the inspection. A copy of our report of this inspection is enclosed for your information.

Based on the results of this inspection, the NRC did not identify any radioactive materials in excess of NRC release guidelines for unrestricted use. These guidelines are found in the NRC's, Guidelines for Decontamination of Facilities and Equipment Prior to Release for Unrestricted Use or Termination of Licenses for Byproduct, Source, or Special Nuclear Material,

dated August,1987. Room 017 in Building KA-A could not be surveyed by ORISE or the NRC, as it is being used for site decommissioning worP. Following completion of the final survey of Room 017, the final survey report, and their review, the NRC will determine if Building KA-A and the outside trench can be released for unrestricted use.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and the enclosure will be placed in the NRC Public Document Room.
