N Gentlemen:
This is in response to your letter dated April 6.1981 in which you requested a conditional exemption from those requirements in 10 CFR 70 for facilities holding quantities of special nuclear material equal to or greater than one effective kilogram.
Due to the f5ct that your actual holdings of special nuclear material have decreased to a level below one effective kilbgram, we have determined that granting.the requested exemption will not endanger the comon defense and security and that it is othemise in the public interesc to do so.
Accordingly, effective imediately, we are deleting all of your present license conditions and adding new License Conditions 2.1 and 2.2 to Amendment Noi MPP-1 of License No. SNM-7, as reflected in the enclosure l
to this letter. As a result of this action, you are no longer required to follow the plans which have prevfo~usly been in effect at your facility.
