LIMITS

Dear Mr. Layendecker:

This refers to your letter of December 8,1998, in which you requested a revision to the previously approved BCLDP decommissioning schedule. This refers also to discussions regarding the

' BCLDP license which occurred during an NRC inspection conducted at Battelle's West Jefferson, Ohio, site on December 15-17,1998. Your letter and the referenced discussions identified a need for additional information, as described below; i

REVISION TO BCLDP DECOMMISSIONING SCHEDULE j

The justification and assurances provided by Battelle appear reasonable. However, you indicate that the U.S. Department of Energy (DOE) has unilateral approval of the BCLDP's project efforts. Therefore, please provide information which indicates that the DOE agrees with the proposed schedule revision.

In addition, please submit for our review a more detailed breakdown of the revised schedule, describing the type of decommissioning work to be performed each year, and including an

' estimate of the dates when each major project is expected to be initiated and completed.

3 PROPOSED HEALTH PHYSICS ADMINISTRATIVE PROCEDURE (HP-AP-36,0)

During our inspection, we reviewed the subject procedure (" Control of Revisions to Radiation

, Protection Program Documents") and determined that it will provide for an appropriate level of Battelle management oversight. Therefore, an amendment to your license to incorporate this

management tool, and allow Battelle to make specified minor changes to approved procedures without further amending its NRC license, is appropriate. However, as discussed during the 9901260298 990121'

1 S. Layendecker inspection, the license cannot be amended until you first submit the procedure in final form. As also discussed, you will need to include copies of all cross-referenced procedures and forms.

CLARIFICATION OF LICENSE POSSESSION LIMITS During our inspection, Battelle's inventory of licensed materials was discussed. Specifically, the identification of proper possession limits for source and special nuclear materials was questioned. Your renewal application contains lower possession limits than those currently specified in your license. Therefore, please indicate whether the possession limit contained in the license renewal information is proper, or provide a modified request which reflects Battelle's actual needs.
