NRC INSPECTION REPORT 070-00008/98002(DNMS))

Dear Mr. Layendecker:

This refers to the inspection and radiological surveys conducted by NRC Region 111 accompanied by Ohio Department of Health personnel, on November 16-18,1998, at Battelle Columbus Laboratories, King Avenue Site, Columbus, Ohio. The purpnse of this inspection was to determine the adequacy of the confirmatory survey conducted by Oak Ridge institute for Science and Education (ORISE) in Building 2. This also refers to our discussion with you on December 11,1998, concerning the results of radiological analyses by the NRC Region 111 laboratory of wipe samples collected during the inspection.

A copy of our report regarding this inspection is enclosed. The inspection consisted of radiological surveys, used by the NRC to evaluate ORISE's effectiveness in conducting its confirmatory survey and releasing this building for unrestrided use.

Based on the results of this inspection, the NRC has determined that no violations of NRC requirements occurred. The radiological surveys conducted in Building 2, except for two small pieces of uranium metal identified in a first floor trench in Room 2074, did not identify any radioactive mater;als in excess of NRC release guidelines. The two pieces of uranium metal were removed and the areas remediated.

The NRC staff believes that following completion of the Final Survey Reports and their review by the NRC, Building 2 would be acceptable for unrestricted release.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and the enclosure will be placed in the NPC Public Document Room.
