NRC INSPECTION OF BATTELLE MEMORIAL INSTITUTE -

SITES IN COLUMBUS AND WEST JEFFERSON, OHIO (INSPECTION REPORT 070-00008/98001(DNMS))

Dear Mr. Layendecker:

This refers to the inspection conducted on April 8 through 10,1998, at your King Avenue and West Jefferson Sites, and to subsequent followup on selected matters from this office. The purpose of the inspection was to determine whether decommissioning activities authorized by the license were conducted safely and in accordance with NRC requirements and your license cc.amitments. The inspection was concluded by our telephone conversation on May 1,1998, during which additional information relating to program oversight was obtained and your planned public meeting " West Jefferson Community Awareness Luncheon" to be held on June 1,1998, was discussed.

The inspection consisted of observations and evaluations of on-going decommissioning activities, observations of in-place environmental monitoring systems and controls, site security and Battelle's program for dissemination of information to and interaction with the public and local agencies.' The inspection also consisted of selective examinations of procedures and representative records, and interviews with personnel.

During the inspection period, your conduct of licensed activities was generally characterized by j

safety-conscious decommissioning operations, sound health physics practices, and careful.

radioactive materialinventory controls. No violations of NRC requirements were identified during the period of this inspection.
