This refers to the special announced inspection conducted by Mr. G. M. France, III of this office accompanied by Mr. L. S. Person of HQ NHSS on July 19-20, 1988, of activities at Battelle Columbus Laboratories authorized by NRC Materials License No. SNM-7 and to the discussion of our findings with Messrs. H. Toy and V. Pasupathi and other members of your West Jefferson staff at the conclusion of the inspection.
This report referenctis letters between State and Federal officials and the licensee and also references telephone discussions of July 28-29, and August 1-3, and 16-19, 1988 with M. Failey of your staff and various South Carolina State and NRC officials concerning the classification and characterization of fuel assembly skeletons packaged for waste disposal.
The enclosed copy of our inspection report identifies areas examined during the inspection.
Within these areas, the inspection consisted of a selective examination of procedures and representative records, observations, and interviews with personnel.
No violations of NRC requirements were identified during the course of this inspection.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter, the enclosures, and your response to this letter will be placed in the NRC Public Document Room.
